Sept. Minutes: Willard move approval, Murphy 2nd; unanimous
4-Stroke Rebate Fund: Jung move $1,000 toward fund, Morley 2nd; unanimous
Development Plans: Draft EIR now expected in spring.
ARC Report (Murphy):
Leslie House: Violations are corrected except truck in yard. Jung to call Mrs. Leslie. She’ll have 2 weeks to get it corrected, after which our attorney will send her a letter.
Seim House: Owners have a building permit and are working on the house. Murphy will check to see if the plans filed with the county are the same as what BVRI approved. If they are, we will give them one more year to finish.
Titus House: After indicating he would repaint after he gains control of the property, Chris Titus sent another letter saying he would take BVRI to court over this. Mancini will call him to try to find some middle ground.
House Size: Our attorney sent examples of size limitations used in similar subdivisions. There followed discussion of how to frame another survey.
Murphy move, Willard 2nd, to do another survey of the property owners, asking one question: do you favor limiting house sizes in Bear Valley? Without offering a specific number, cover letter will discuss an absolute maximum square footage as the preferred method for limiting, as opposed to a proportional system. Cover letter will discuss the potential cost of a CC&R election. Unanimous.
Swanson matter: Murphy issued a letter of apology to David Pye and Sally Swanson when he determined that there was no CC&R violation involving tree cutting. Pye alleges a pattern of harassment by Murphy. Pye is asked to substantiate the charge in writing.
Snowmobile Ordinance: Willard discussed different ways of testing machines for sound and air pollution, but said that there’s no one good method. He said one way to do it was to tag along with EPA rules, and require that by 2013 all snowmobiles in the New Subdivision must be no older than a 2001 model. He will discuss this approach with county officials, along with how to enforce the current ordinance.
Fire Inspections: Morley said he concentrated on lots with high fire hazard. After the "demand" letter, he reinspected the worst ones and narrowed it down to 12. He turned them over to Deputy Stoner who reinspected and sent warning letters to the ones still not cleaned up. Mancini suggested taking digital photos of the worst offenders, and volunteered to spearhead a new approach next year.
Beach: English said we spent $550 to scoop and relocate beach sand. Picnic will be July 5, starts at 3pm, food at 5.
Snowmobile Trail: County Planner Brian Peters reports that State Fish and Game will allow culverts in the creek to allow the trail to go back to its old alignment for one year. For the long term, Peters will put together a committee. Morley to find out who’s on the committee.
SnoPark Expansion project is underway, per Gary Willard.
