MINUTES BVRI GENERAL MEETING August 31,

CALL TO ORDER:
The meeting was called to order by board
Vice President Dave Morley at 4:02 pm in the Perry Walther Building in
Bear Valley, California.
* Treasurer's Report: Jack

* BV Development Plans Status: Dave
Morley
We are awaiting the EIR. It was supposed
to be distributed end of August or early September. There will be a
full mailing to all lot owners when that is available. As soon as we
have it we will review and comment.
* ARC Report: Dave Morley reviewed a
report covering the ARC activities since the BVRI General Meeting sent
in by Ron Murphy
Two new homes were
approved for construction, one on John Ebbetts Road and one for an
existing foundation on Avalanche Road. In addition a home under
construction for over 13 years on Monte Wolfe Road was monitored for
completion. Its exterior should be completed by the end of the
building season.
The ARC has also
given informal review for two additional new home projects, one on
Avalanche Road and the other on Snowshoe Road. Neither of these
projects have made formal application for review (submitted fees and
acceptable plans for review) at this time.
Three property
owners were sent letters concerning garbage, signs and construction
debris on their property. Two corrected the situation, the other
is in the process of doing so. This report does not cover the
numerous CC&R violations found by the property inspectors in July
(improperly stored snowmobiles, hazardous wood/forest materials on the
lot, tree branches not trimmed, etc.) Those violations are
covered in a different report.
16 homes were
approved for repaint/restain and three minor remodel applications were
approved. Seven more-major remodels were reviewed and approved.
Two of these involved major structural changes to the foundation and
support structure due to dry rot.
Two reroof
applications were approved, two siding replacements were approved and
one propane tank cover was approved. Homeowners needing to replace
their propane tanks are urged to consider burying them. New
technology allows burying up to two 1000 gallon tanks, thus avoiding
an above ground structure and its resulting construction and
maintenance costs. It also looks better!
One CC&R
violation was settled with the property owner agreeing to pay a fine
and to correct the violation. The property owner is in the
process of finalizing this.
Reminder: It
is the responsibility of the property owner to request and obtain ARC
review and approval prior to new construction or any other exterior
changes to a home. This includes re-paint or re-stain, re-roof,
re-model, propane tank covering structures. Prior review and
approval will avoid possible fines and fee increases, as well as
having to dismantle unapproved construction.

* Forest Management, Fire and CC&R
Inspection Update: Dave Morley
Inspections and compliance is going very
well. If no action is being taken, a follow up will come from the
Sheriff. Discussion of fire prevention Postcard that was sent out
county-wide. Terry Woodrow indicated that BV was not supposed to be
part of that mailing because we are so far ahead of the game on fire
safety. The work that was going to be done has been done.
* Sheriff's Report: Deputy Sheriff
Stoner
Deputy Stoner introduced himself and
indicated the community is complying well with the forest management
and lot clean up. Other than that haven't had any major changes since
last year. Community members are encouraged to come by the station and
talk if they have questions.
* Beach Operations: Gloria

Beach will close September 15th. All
kayaks and toys must be removed by the end of September. Gloria
indicated there was discussion around storage structure on small beach
to contain some of the beach toys and other items that collect on that
beach. Discussion of repair plan for the beach float. Discussion of
effort to get water to the beach for next summer.
* 2008 Picnic Planning: Gloria

Picnic was held on Saturday, July 5th,
2008. We raised $1,500 which we Donated to the Parents Group. We had
close to 225 people attend.
* Report from the Board of
Supervisors: Terry Woodrow
Fifth year for the chipper program in
Bear Valley. The fuels reduction grant of $10K. We got 62 chipper
requests for BV alone (which is about the same amount of requests we
got last year for all areas). Sean will be finishing chipping in next
two weeks. Hope to have the same program next year. Just determining
where the funds will come from.
Discussion of tree removal on common
areas. The work is being done as county money is available to fund
this effort. The work that's closest to the homes is most
expensive.
* New Business
Joel reported on Soap Box Derby fund
raiser for the BV Parents Group Inc. This is a 501(C)3
organization. Grossed about $21K for the event. The money is
intended to support future development of the school program. There
were 120 racers. BV Search and rescue, ski patrol, sheriff's office,
homeowners volunteered to make it happen.
