MINUTES BVRI BOARD MEETING March 29, 2008

ATTENDING BOARD MEMBERS:

ABSENT BOARD MEMBERS:
Randy Mancini, Gloria English, Gary Willard, Ron Rossi, Gordon Ritter, Ginny Parkinson

CALL TO ORDER:

The meeting was called to order by board President Brian Neth at 4:05
pm in the Perry Walther Building in Bear Valley, California and on a
conference call for those members unable to attend in person.

* Minutes of 1/20/08 Board Meeting as distributed by Katherine Aitken-Young.

MOTION: Dave Morley moved to approved the minutes with two minor
changes as noted by Brian Neth.
SECOND: Jack Wedgwood seconded the motion.
All members in favor. None opposed.

* Treasurer's Report: Jack Wedgwood

Jack Wedgwood distributed report. Discussion of report.
Membership is down a bit. Katherine will send reminder postcard to
non-renewers. Eric will publish final treasurer's report on the Website.

MOTION: Dave Morley moved to approve the report with one minor
modification as noted by Paul Peterson.
SECOND: Ron Murphy seconded the motion.
All members in favor. None opposed.

* President's Report: Brian Neth

* Election Results

Nearly all ballots that came in voted for all 5 candidates. There
were no write-ins.
There were approximately as many ballots as we have memberships.
The following five board members were elected:
Sue Garratt, Jeff Gouveia, Randy Mancini, Ron Rossi, Eric Jung

* Election of Officers

President

MOTION: Jack Wedgwood nominated Brian Neth to be President.
SECOND: Dave Morley seconded the motion.
All members in favor. None opposed.
Brian Neth abstained.

Vice President

MOTION: Jack Wedgwood nominated Dave Morley to be Vice President.
SECOND: Katherine Aitken-Young seconded the motion.
All members in favor.
None opposed.
Dave Morley abstained.

Treasurer

MOTION: Dave Morley nominated Jack Wedgwood to be Treasurer.
SECOND: Ron Murphy seconded the motion.
All members in favor. None opposed.

Jack Wedgwood abstained.

Secretary

MOTION: Jack Wedgwood nominated Katherine Aitken-Young to be Secretary.
SECOND: Jeff Gouveia seconded the motion.
All members in favor. None opposed.

Katherine Aitken-Young abstained.

* BV Development Plans Status: Dave Morley

Consideration of draft EIR: If there are no additional volunteers to
review specific sections, Dave will make assignments in the next
couple of weeks.
Traffic Plan (on Alpine County website under planning department
(left nav) other docs, first item) is mandatory reading.

* BVWD Report and Discussion

Water district is looking at alternative filtration methods.
BVWD is actively seeking an extension to the required upgrade in the
treatment facility.

* ARC Report: Ron Murphy

Two remodels under review right now (Quaking Aspen and Monty Wolf).
Preliminary review to a house proposed on Snow Shoe. Awaiting formal
plans for that.

* Don Peterson addressed the board as a follow up to his written
correspondence received by the board 3/29. Don requested written
response from the board to his letter.

* Common Areas

Creekside connector trail Committee status--Paul Peterson

Snowmobile Trails Committee met on 3/21 and plans to meet again on 4/3.
MOTION: Eric Jung moved for conceptual support of the new ski trails
into the subdivision across common area onto the Spring Cliff Road
area and the School House Ridge trail that would cross Creekside
Drive and drop in at the common area that includes the par course.
SECOND: Paul Peterson seconded the motion.
All members in favor. None opposed.

* Beach Operations Report: Paul Peterson

Exploring water from Lake Alpine water.

* 2008 Picnic Planning: Gloria English

Saturday, July 5th, 3:00pm start. Dinner at 5:00.
Gloria not present. Further discussion to be held next meeting.
Need to address cost-control.

* Report from the Board of Supervisors: Terry Woodrow

BV Ballot Box has been proposed to be phased out by county clerk.
Terry has invited her to attend the CSA meeting to discuss it. They
only received 14 ballots that were dropped off. Terry feels it's
important to keep the ballot box.
MOTION: Eric Jung moved that the board support the box remaining in
place on the grounds that the convenience to the voters far outweighs
the minor inconvenience to the county clerk.
SECOND: Jeff Gouveia seconded the motion.
All members in favor. None opposed.

Also per Terry, there is $10K coming in for fuels reduction for the
summer chipper program plus 27 days of credit for summer fire crew
common area clean up.

* Alpine County Proposed Room Tax--Eric Jung

MOTION: Eric moved that we oppose the increase in room tax to support
the East Side ambulance service. (Per the reasons stated in his email
on this topic)
SECOND: Dave Morley seconded the motion.
All members in favor. None opposed.

* Old Business

Further discussion about home size issue.
