MINUTES BVRI BOARD MEETING January 12, 2002

CALL TO ORDER:
The meeting was called to order by President Dave Morley at 4:15pm in
a joint presence at the Community Services Building Conference Room
at Bear Valley, California and on a conference call-in number set up
to accommodate those members unable to attend this meeting in
person.

* Minutes of 11/4/2001 Meeting
Final minutes have been emailed to all board members. Please approve 
via email so they may be posted on the website.
* Treasurer's Report by Brian Neth
Current Cash $38K ($32.33K last year)
$20K reserved for ARC and lake revitalization.
Insurance overpaid by $700 but refund is coming
Membership dues increased by $1,300 over last year same time

* Parking over the holidays
Lots were very full. Discussion of extending lot A.
Dave Morley & Terry Woodrow to discuss with Leonard Turnbeaugh.
* Fireworks on New Year's Eve were excellent this year.
Cost was $2,500.
Fire danger is minimal.
MOTION: Bill Webb Moved to give $1,000 to support the fireworks paid 
for by the Bear Valley Business Association.
SECOND: Leslie Peterson seconded.

* Snowmobile Traffic over the holidays.
Racetracking on Orvis brought the Sheriff out twice over the holidays.
People aren't calling and reporting the problems so the sheriff's 
office doesn't have the data that there's a problem. More calls will 
generate more attention. The sheriff has only received 4 calls on 
snowmobile issues so far this season.
People can also send letters to the sheriff to let them know what the 
problems are.
Educate residents via the newsletter to call the sheriff and/or write 
letters to register the complaints "officially." We need to be a 
squeaky wheel.
Dave Morley will write a letter to the sheriff about this. He will 
also ask for an accounting of how much time they spend patrolling the 
roads in the subdivision and request a radar trailer so people can 
see fast they're going.
Consider posting a sign at the transportation center reminding 
snowmobile users of speed limit, off-road rules, no joy riding 10pm 
to 6am, consideration of neighbors, etc.
Bumps on the roads automatically slow traffic. We could make an 
effort to keep the bumps rather than eliminate them with grooming and 
educate the community that this is part of a campaign to slow the 
snow mobile traffic down.
Four-stroke snow mobiles are now for sale that are much quieter.
Don Hamari @ Bear Valley Snow Mobile will eventually be replacing the 
entire fleet of rental machines with these new machines. He replaces 
6-7 each year and will begin doing that as soon as the "bugs" are 
worked out of the new machine.
There will also be improvements to the 2-stroke machines that will 
make them cleaner-burning and quieter.
Bill will include a short paragraph in the newsletter (Gary to assist 
in writing this paragraph) on how to keep snow mobiles tuned to run 
cleaner at higher altitudes.
Paul Peterson registered a concern with Dave that the snow berm 
outside the Tamarack condos has not not been built. As part of the 
use permit for the transportation center there's supposed to be a 
snow berm that will keep the snow mobile sound down at the Tamarack 
condos.
Dave Morley will follow up with Leonard Turnbeaugh on this.
With regard to the enforcement of the snow mobile ordinance of 
recreational riding on private property (to apply to the common 
areas). Until we have a county supervisor in place we aren't in a 
good position to prepare or pass an ordinance. NOTE: we now HAVE a 
county supervisor (see below).
Speeding is outside the ordinance. Recreational riding in the common 
areas is the main focus of the ordinance. The wording states you may 
cross any common area in the sub-division to gain access to 
residences and businesses. Current advice: Leave the ordinance alone 
and alert the sheriff of problems as they arise.
Terry Woodrow will follow up with the Sheriff to get  a statement 
regarding snowmobile use and regulations in the subdivision on 
Sheriff's letterhead for the newsletter.
* Gas availability at the transportation center:
Don Hamari is in discussions with the TC owner regarding the handling 
of gas. He would like to take it over, put in new pumps, and add a 
credit card machine so gas can be purchased after hours. This is not 
yet settled so it will likely not be in place until next season.
* Board of Supervisors Vacancy:
Mark Silverstone was appointed last week to fill the remaining term 
in the vacant County Board of Supervisors position. He will be sworn 
in on 1/15/02. There will be an election in March to fill this 
position for the subsequent full term. Both Mark Silverstone and 
Terry Woodrow are candidates for this position and are actively 
seeking the full-term seat.
Dave Morley strongly encourages board members and home-owners to 
register to vote in Bear Valley. Do all voting absentee. Only 
draw-back is serving jury duty but it's only in no-snow months.
* Bear Valley Water District
Homeowners have received a survey. Survey responses are coming in.
Dave Ritchie reported that they're in good shape with regard to 
capacity. BV Water Control Board is most concerned with the overall 
long-term growth of Bear Valley and the ramifications thereof. Trying 
to get a meeting with the BV Water Control Board.
Potential spillage is still an issue and we are limited to 10 new 
homes per year.
BVWD did get an additional 40 acres of spray field
A tertiary treatment plant is potentially a good long-term solution 
and may be necessary in the long-run anyway.
An additional discharge permit is also a potential solution but we 
may need the tertiary treatment facility in the not-too-distant 
future anyway.
The planning process for the tertiary permit is in place. It will 
help to determine if the community needs the tertiary plant and if 
so, if it's the homeowner community, or more likely the new hotels 
that will drive the need for the facility before the homeowners do.
* Mark's Cable Vision
Dave Morley and Terry Woodrow sent a letter recently to Mark's cable 
vision asking them to talk to us. No response received yet.
* Beach Report
Sue Garrett reported.
Developing a budget for the beach for the upcoming year. She will 
present the budget to the board for approval.
* Election of Directors
Sue Blumenthal and Bob Maxfield resigned.
We have 15 total board members at any time.
6 are up to renew in '02
2 were up to renew in '03 (Sue Blumenthal and Bob Maxfield)
Propose: Elect 8 members so we can get back to the 5-5-5
Top 5 vote-getters get three years terms and next three get 2-year terms

MOTION: Eric moved that we appoint Paul Peterson to the '03 position 
and Gloria English to the '04 position. Also we will elect 6 new 
members--The top 5 of whom will get 3-year terms and the sixth will 
get a 2-year term.

* ARC Report--Ron Murphy
Approved 3 new houses. One started, one yet-to-start, and third in 
final review.
Five re-models.
Three minor variances for front set-backs. One request from 2001 and 
one request from 2000. These are still 35 feet or more from the edge 
of any road.
$1,500 influx as a result of ARC Review Fees. This money should go 
against the cost for the legal reviews.
Two applications for this year--one on Schimke and one on Snowshoe.
* Bear Paw Ridge Annexation Update
Letter written recommending the annexation. Gary Willard will also be 
writing a letter recommending the annexation. Calls would also help. 
Dave Morley will work on this with Gary Willard.
* Tennis Courts
Corners flagged just before snow fell. Eric requested a ballpark 
quote on the build from Michelle Plotnik. Eric will report the 
estimated amount at the next board meeting.
Eric has received emails on both sides of the issue--too noisy and 
too much traffic vs. all for it and supporting it completely.
Send survey out soon to homeowners with a general quote and request 
for community and financial support. If we don't send the survey out 
soon, we probably won't be able to move forward this year. BVRI will 
only support the survey.
Note: Tennis courts ARE in the Bear Valley Master Plan
* Winter Newsletter
Need to have all the election information.

* Clean-up Campaign
Dave Morley sent letters last summer to folks with snow mobiles in 
their front yards. There are some lots that are really trashed. We 
can't really do much until the snow melts. If BVRI doesn't take a 
stand on this, nobody will.
Dave Morley will include a note in the President's letter in the 
newsletter to remind that each homeowner needs to take responsibility 
for his own property.
* July Picnic
The fourth is a Thursday this year.
Picnic will be on Friday July 5th with dinner at four o'clock.
We'll need to do beach clean-up to prepare.
Looking into more professional fireworks display over the 
water--possibly from the dam.
Leslie will manage the raffle again this year.
Raffle beneficiary: Discussion around BV Search and Rescue & BV 
Library. Final beneficiary not determined.
* Old Business
Sue Garratt distributed a report on the health of the lake water.
Many of the issues identified have already been addressed.
Sue needs more lake committee members which will go out in the newsletter.
* Music Festival Plans
Eric Jung announced that Blood Sweat and Tears will be the opening 
act. Smothers Brothers will be performing the second weekend.
Brochure will be out in about a month and tickets will be on sale.
* Membership recognition
We don't send out a card at this point.
Katherine will prepare text for a pre-printed card and Bill will 
produce the card so Katherine can mail it out to all new members when 
their checks are received.
