MINUTES BVRI BOARD MEETING November 4, 2006

CALL TO ORDER:
The meeting was called to order by President Brian Neth at 4:04 pm in at the Perry Walther
Building in Bear Valley, California.
* Minutes of September 3rd BVRI General Meeting
MOTION: Bill Webb moved to approve the final Minutes as distributed by Katherine
Aitken-Young.SECOND: Eric Jung seconded the motion All members in favor. None opposed.

* Treasurer's Report: Jack Wedgwood
Jack to mail report to Katherine & Katherine to distribute to the board. 24
memberships short of where we were last year.
Picnic almost exactly the same as last year.
* President's Report: Brian Neth
Finalizing compliance with state water board on water treatment facility.
* ARC Report: Gary Willard
Discussion re: Change to CC&Rs vs. change to design standards for enforceability.
County permits aren't issued without BVRI ARC approval on plans.
BVRI to survey the community regarding need to change the CC&Rs with regard to house
size. Consider including this survey in with election ballots.
Discussion: Candidates for open ARC position. The purpose of the ARC is to enforce the
CC&Rs. Anyone who serves on the ARC should consider first and foremost the guidelines
outlined therein. Nancy Zawacki presented herself as a candidate to serve on the ARC. She
is a full time resident and has lived in Bear Valley.
MOTION: Gary Willard moved that we approve Nancy Zawacki's request to participate on the
ARC. SECOND: Eric Jung seconded All members in favor. None opposed.
* Titus house update
Still no resolution on repainting the house. Discussion: ARC must uphold CC&Rs and
take action to enforce.
MOTION: Gary Willard moved that BVRI start the official enforcement process (property
lien). Ron to contact Curt Sproul
to follow up on this. SECOND: Ron Rossi seconded the motion. All members in favor. None
opposed.
* Bear Paw Ridge CC&Rs
Nothing to report on re: Bear Paw Ridge at this time.
* Snowmobile &/or OHV Action Plan: Gary Willard
In addition to the $300 rebate program, there is still a fund in place to provide a $200
discount on the purchase of new 4-stroke
machines. BVRI has contributed to the fund in the past. Discussion re: contributing again.
MOTION: Eric Jung moved for BVRI to allocate a $1,000 contribution to the fund to offset
the cost of the discount.
SECOND: Bill Webb seconded All members in favor. None opposed.
* 2007 Fire & CC&R Inspection Update
CSA Ordinance should be in place by next summer.
* BV Development Plans &/or Issues
Information has been sent out to the membership and posted on the BVRI Website.
* Beach Operations Report: Gloria English
Paul wants to discuss the size of beach to support the larger Bear Valley population. Paul
not present. Discussion. Burn piles are all
burned, clean up is done.
* Picnic: Gloria English
Scheduled for July 7th at 3:00 Dinner will be served at 5:00 (Private party July 6th.)
* Forest Trails: Gary Willard
Discussion: Environmental review in process for Stanislaus forest around Bear Valley. It's
a multi-year project that is ongoing.
* Newsletter: Bill Webb
Next newsletter to go out in January
Content due to Bill Webb January 12th
Content will cover:
- Board Elections
- ARC survey
- Snow mobile Good Neighbor Riding Rules
- Village Development Update
- ARC, etc. updates
Do membership mailing separately and include a response envelope to encourage rapid
response to request.
* New Business
Request for donation to support the New Year's eve fireworks.
MOTION: Dave Morley moved that BVRI donate $1,000 to the fireworks.
Jack Wedgwood confirmed the funds are available to make that donation.
SECOND: Randy Mancini seconded the motion. All members in favor. None opposed.
Discussion of state law regarding board of director voting process.
Brian to follow up with Curt Sproul to review our bylaws and consider any changes to state
law.
