Board Meeting Minutes July 5, 2003

Minutes, March 29 Board Meeting: Grace move, Webb 2nd, to approve; unanimous

Picnic: Neth reported that the raffle made $1,660 ($970 last year); all to go to the Bear Valley Early Learning Center.

Webb move, Neth second, to add $40 for a total of $1,700; unanimous

Neth reported that the current balance is down about $4,000 from last year. Membership is down a little. Pres. Morley will send out a letter to those who didn’t renew, asking them to renew.

The guitarist suggested that the music go from 3:30 to 7:30 next year, and all agreed.

It was agreed that we should put up more signs for the picnic next year. Neth said we should use e-mail more, including to advertise the picnic.

Webb move, Wedgwood second, to approve the Treasurer’s Report; unanimous

Beach: Garratt said the beach was in good shape and didn’t need sand this year. The berm worked to prevent erosion. Erin Sibley is the beach attendant this year, working from 8:30 to 11:30. BaseCamp Lodge had a shortfall covering unemployment benefits for last year’s attendant.

Neth move, Garratt second, to spend $261 to cover unemployment insurance; unanimous

Garratt said we have ordered a barbecue for $600+, and a garbage rack for the little beach from Mr. Huff for $279.

Murphy move, Webb second, to buy a new garbage rack for the big beach; unanimous

Garratt said 52 trees are down around the beach, but not on the sand. There’s lots of slash. Paul Petersen has volunteered to supervise a crew of Rites of Passage kids to work on cleaning it up. We should wait until fall to start the work on the downed trees. Sgt. Stephens said the BV Fire Dept. will burn the slash.

Webb move, Neth second, to use the Forest Management fund to do the cleanup after we get as much volunteer work from Petersen as we can; unanimous

We need some work on the little beach parcel as well.

Beach Noise: Bill Jurika asked the Board to consider regulating beach hours to mitigate a late night noise problem.

Willard move, Webb second, to post signs for an 11pm beach curfew, allowing for occasional exceptions for groups who register with Garratt; unanimous.

Jurika volunteered to pay for the signs. English will arrange for the signs with Keith’s Kustom Signs, after the Board considers wording via an e-mail dialogue.

No Swimming: Jung reported that the State is requiring the Lake Alpine Water Company to post "No Swimming" signs at Bear Lake. It is not clear how strictly it would be enforced.

CDF Grants: Neth reported on a meeting of the Highway 4 Firesafe Council, which is coordinating fire prevention efforts in the Ebbetts Pass corridor, including seeking grants for fuel reduction or a community burn pile. There’s no burn pile this summer. John Caldwell of the U.S. Forest Service will work with us on the VIP program. We will check all subdivision lots and then turn the data over to Caldwell.

Snowmobile Survey: There are fewer inappropriately stored machines this year. A survey is being done. Pres. Morley will send letters to offenders.

Bear Paw Ridge Annexation: Pres. Morley finally got a draft annexation document from our attorney (Sproul). Jim Blake will review them before taking the next step.

Sewer: Two seats on the BV Water District Board come up for election this November. Neth and Jung will investigate the possibility of running for the seats.

ARC: Chuck Taylor, past President of BVRI, has volunteered to be on the ARC.

Sound Meter: Murphy said the BVRI sound meter turned up.

4-Stroke Rebate Program: Jung said the program is a go, with Don Hamari agreeing to participate. There’s enough money for $500 discounts for 5 machines, plus a mailer to BV property owners.

Gas Boat: Garratt said she persuaded an operator of a gas-powered toy boat to remove it from the Lake.

Library Window Shade: Murphy said a window in the conference room of the County Services Building needed a window shade.
