MINUTES BVRI BOARD MEETING NOVEMBER 12, 2005

CALL TO ORDER: The meeting was called to order by President Brian Neth at 4:02pm in a joint presence at the Bear Valley Library in Bear Valley, California and on a conference call-in number set up to accommodate members unable to attend the meeting in person.
* Minutes of SEPTEMBER Meeting MOTION: Bill Webb moved to approve the final Minutes as distributed by Katherine Aitken-Young. SECOND: Dave Morley seconded the motion All members in favor. None opposed.
* Treasurer's Report: Jack Wedgwood not present
* President's Report: Brian Neth Discussion: NPDES Permit
* ARC Report: Ron Murphy Just approved two re-roofs. Nothing else new. Interesting propane tank cover at the Titus home on Quaking Aspen. County requesting some structural changes.
Snowmobile Action Plan: Gary Willard Committee report Nothing new to report.
OHV Action Plan: Brian Neth Brian to follow up with Sheriff regarding rules and regulations.
Community Donation: Eric Jung Price for fireworks is now $3K. Business association has requested we increase our donation. Business Association is increasing their donation. MOTION: Bill Webb moved to increase our donation to $1,500 SECOND: Katherine Aitken-Young seconded. All members in favor. None opposed.
By Laws Discussion and Vote on Changes: Dave Morley Class A members elect Class A board members. At any point in time the BVRI board must include at least 11 board members who can vote on CC&R issues because Class A members must vote on CC&R issues -- if those issues ever come to a vote with the membership which is very unlikely. A definition of classes of membership are in the CC&Rs for reference and that mention will not match the exact definition in the by laws. Curt Sproul indicated definition in CC&Rs are there for informational purposes only so they don't need to match exact wording. He said there's no reason not to change the bylaws to simplify the membership class definition. He also recommends we don't have term limits because we will continuously lose the history that is carried with long-term board members. Term remains 3 years per term. MOTION: Bill Webb moved to accept the revised bylaws as provided by Dave Morley. Dave will send out a clean copy. Eric will post a pdf file of the clean copy on the Website. SECOND: Dave Morley seconded the motion. All members in favor. None opposed.
Forest Management Report: Dave Morley/Gary Willard Clearing on certain lots is still in process. Covered burn piles are expected to be burned as soon as first snowfall arrives.
Beach Operations Report: Gloria English/Paul Petersen No complaints. New sand, new gate installed.
2006 BVRI Picnic Planning: Gloria English * Picnic will be held on: Sunday July 2, 2006 Last year we didn't have any numbers to guide our guarantee for the caterer. Bill will provide ticket sales numbers to Gloria to project more accurately this year. Ginny will do the raffle again. We will plan to use the same caterer.
2006 Fire & CC&R Inspection Planning: Brian Neth Vacant Lot Enforcement: Dave Morley Discussion: Dave Morley talked to Curt Sproul regarding enforcement of clean up for vacant lots. Curt indicated the CC&Rs do give us enough authority to enforce clean up. Curt will help us draft a letter that can go out to all property owners. Plan to include notification in the newsletter in advance of the letter as well. County is considering looking at new legislation to address this directly. In spring of 2006 BVRI will use 2005 surveys to send out letters to property owners. Discussion: Engage the sheriff to assist with fire safety inspections and compliance letter. Eric to invite Rick to the next meeting to discuss sheriff dept involvement in this process. Brian to follow up with Board members to find a representative on the board to take ownership of this program for next year.
Forest Trails Report: Gary Willard Meeting last Saturday with US Forest Service and facilitator to come up with a review and potentially changes to winter rec plan and map in Stanislaus forest. (BVRI board members Eric Jung, Paul Petersen and Gary Willard were all there.) Discussion in the meeting about uses of the forest. Next meeting scheduled for December 9th. Monthly meetings are pre-scheduled through April.
Ski Lift to Mountain Discussion about plan to support parking for the ski lift. There's a page on the Bear Valley website (not BVRI) regarding the chair lift among other things.
BVRI Board Elections Coming up in February. Brian will follow up with Jack on nominations.
