Board Meeting Minutes May 10, 2005

January Minutes: Morley move to approve January minutes; Webb 2nd. Unanimous
Treasurers Report: Wedgwood said weve gotten 230 memberships so far. The consensus was to send out a postcard to remind people who havent signed up yet.
Election: No write-ins, all elected. New Board member Ginny Parkinson. Eric Jung goes off due to term limits. Leslie Peterson said she will be leaving before 4th of July. Neth appointed a subcommittee of Morley, Wedgwood, and himself to discuss the bylaws as related to term limits and quorums, and bring report or proposal back to the next meeting.
Officers: Morley move to approve Neth as President; Murphy 2nd. Unanimous
Webb move to approve Morley as Vice President; Peterson 2nd. Unanimous
Ritter move to approve Wedgwood as Treasurer; Peterson 2nd. Unanimous
Morley move to approve Aitken-Young as Secretary; Murphy 2nd. Unanimous
Scholarship: There was discussion of the application and followup processes. Bill Webb will give a presentation on the scholarship program at the next meeting.
Forest Management: Morley reported that Don Stikkers has filed the harvest plan for the big beach and some of the public properties. Stikkers is still looking for a second logger to speed up the project. Costs are running $1,000 to $2,000 per lot, mostly due to the cost of chipping.
Terry Woodrow said the Resources Advisory Council has awarded us $15,000 for road right-of-way clearing and $10,000 for a chipper program like the one we had last summer. The $10,000 will probably get us 10 days of chipper plus crew, which Woodrow proposes be used as 5 weekends spread over the summer and early fall. The fire department will coordinate. Woodrow is applying to a different fund for grants to cover fuel reduction on common areas and Forest Service property.

Beach: Gloria English reported that she is investigating a new gate, new sand, and a new volleyball net. She is also looking for a summer beach attendant, 15 hours a week, $8 an hour, must have transportation. The Board discussed raising the pay. Gloria will develop a Help Wanted poster to put up.
Picnic: Bill Webb announced Board member assignments: Ritter and Fairman, dessert. Jung, music. Gloria English volunteered to co-chair with Bill. MC Event/Raffle, Brian Neth; Tickets, Jack Wedgwood and Ron Murphy; Raffle, Leslie Peterson, Randy Mancini, & Ginny Parkinson; Setup/Breakdown & Trash, Paul Petersen and Bill Webb; Entertainment, Eric Jung (Brad Peterson); Decorations & Kids Games, Gloria English; Signs, Katherine Aitken-Young; Beverages/Ticket Sales, Bill English & Gary Willard; Dessert, Scott Fairman & Gordon Ritter.
Ritter move to donate raffle money to the BV Parents Club group; Webb 2nd. Unanimous
Supervisors Report: Woodrow said no date has been set to plow the subdivision, due to late snow. CalTrans has only gotten 10 miles in from this side. The childrens summer recreation program starts June 27th, runs for 8 weeks. Theres an open house with barbecue to show off the improved Perry Walther Building on June 25, 4 to 6:30.
Architectural Review Committee: Ron Murphy said there are only 2 items under review. One is a house on Snowshoe. The other is the stalled house project on Monty Wolf Road. The owner of that house says they are planning to finish this summer.

The consensus of the Board was to send out the letter to contractors as proposed by Murphy.
Ski Bus: No new information.
Forest Trail: Gary Willard reported that the Forest Service has hired a facilitator to orchestrate discussions on designations of various areas of the Stanislaus National Forest regarding motorized recreation. A tentative date of June 25 has been set for a pre-meeting with Patty Clarey.
Webb move to approve Willard as official BVRI representative at these meetings; Murphy 2nd. Unanimous
Snowmobiles: Gary Willard suggested developing an action plan for presentation to the members. Ritter suggested moving forward on informational signs at the oversnow entrances to the subdivision. Willard will work with Jung on a mailer about signs.
Communications: There was discussion on whether communications with the Board are to be shared with all.
Ritter move to establish a policy that such communications are to be public unless the sender requests otherwise. Peterson 2nd. Unanimous.
Ritter will work on adding an e-mail bulletin board to the website.
Water District: Willard move to support the BV Water Districts application for an NPDES discharge permit; Webb 2nd. Unanimous
School Trip: Peterson reported that the school is looking for a donation from BVRI for a 27-person field trip to Boston.
Morley move to donate half the picnic raffle proceeds for the trip and half for the BV Parents group; Fairman 2nd. Unanimous. (Note: this supercedes the previous motion on the raffle funds).
Spring Newsletter: There will be a spring newsletter. Webb to coordinate.
