Board Meeting Minutes 8-31-03

Tennis Club: Bruce Bolt told the Board that the Alpine County Unified School District is unwilling to grant a 15 year lease on the ballfield site for tennis courts at this time. The Tennis Club is now looking at the area between the South parking lot and the highway, and the Par Course area. He noted that over $60,000 has been pledged for the courts so far. He requested a letter from the Board supporting tennis courts at one of those two sites. The Board discussed the merits of the two sites. The consensus of the Board was to support the concept of tennis courts without any comment on the site at this time.
Motion Petersen, letter to the Alpine County Board of Supervisors supporting the concept of tennis courts and requesting that the County Board assist in planning such courts. Webb 2nd; unanimous.
Minutes for both July 5 meetings: Motion Webb, Wedgwood 2nd to approve; unanimous.
Treasurers Report: Brian Neth noted that he had e-mailed the report to the Board before the meeting. BVRIs insurance premium has gone up $2,600 this year. The picnic broke even.
Motion Grace, Webb 2nd, to approve report; unanimous.
Beach: The chain was down and the lock broken after a beach event. Dep. Sanford volunteered to put a new lock on. The Board discussed whether cars should be allowed on the beach, and most felt they should not. The Board also discussed our procedures for renting the beach to groups. Paul Petersen said he would develop a rental contract, including a security deposit provision, for future use. He will also come up with better signage.
Petersen said he got as much work as he could out of his volunteers, but theres a lot left to do to clean up the trees at the beach.
Motion Webb, Grace 2nd, to spend up to $2,000 on the cleanup project. Unanimous
Theres no new news on the "No Swimming" signs. Leslie Peterson will talk to Brucie Orvis about it.
The curfew signs are up. Bill Jurika paid for much of the work.
Fire Safety Inspections: Gloria English said most homes are in compliance on the 30 foot clearance rule. Most empty lots need work. The common areas are in bad shape. The Board discussed ways to get the common areas cleaned up, including a dues increase, and/or cleanup days to work on the common areas one at a time. Gloria will draft a letter to be sent to those not in compliance, and Dave Morley will sign and send them.
Dues Increase: The Board discussed a dues increase. Webb said we should have a target amount to be raised for specified projects before setting an increase. A $10 per year increase raises $3,000. The consensus was to discuss this in more detail at the next meeting.

Fine Schedule: Jim Blake passed out a draft schedule of fines for CC&R violations. The schedule met with general approval, except that references to common areas are to be deleted since they arent in our jurisdiction. To be considered for adoption later.
Snowmobile Storage Survey: Surveys were completed; Pres. Morley sent out 30 letters to those in violation. A followup survey will be done, and those still in violation will get a letter from the Boards attorney.
Architectural Review Committee: Ron Murphy suggested changes to the design standards to consolidate plans checklists. He will make 10 to 20 more copies of the CC&Rs/Design Standards in anticipation of general distribution requirements until the changes to the standards are made. He asked that the Board appoint Chuck Taylor to replace Clem Soga on the ARC.
Motion Murphy, 2nd L. Peterson to appoint Chuck Taylor to the ARC in place of Clem Soga. Unanimous.
Bear Paw Ridge Annexation: Gary Willard reported that the annexation documents are complete and about to be recorded.
Window Shade: Murphy showed off the new window shade in the conference room. It was paid for by BVRI, and cost $17.
Snowmobile Rebate Program: Eric Jung reported that the 4-stroke rebate program is ready to go.
Next Meeting: November 22nd, 4pm, County Services Building
Administrative Assistant: Murphy suggested hiring someone to help with ARC and general BVRI duties. The consensus was that we dont need help yet with general duties, but Murphy was invited to bring back a proposal for a paid assistant for the ARC.
