PRESIDENT’S MESSAGE " Happy New Year! Looking back on 2004, I see an extremely busy year with many worthwhile initiatives driven by BVRI – Forest Management, the Picnic, enforcement of our CC&R’s, the Newsletter, support for Community groups – there are just too many to list here! Looking forward to 2005, I see all of these continuing, some being expanded, and some additions as discussed below--- This newsletter discusses our 2005 activities in detail – if you have any questions, please feel free to communicate them to us.

I want to take this opportunity to thank every BVRI member, and all BVRI Directors for the hard work that went into making 2004 a success. You, the Bear Valley community, should be very proud of our joint 2004 achievements!

I would also like to urge everyone who is reading this newsletter to join BVRI, mail in your dues, vote, and participate in our community! As always, your contributions and efforts enable the work that BVRI does!"

SPECIAL ISSUE NEWSLETTER This newsletter is being mailed to all Bear Valley property owners to insure everyone has the opportunity to become a member of BVRI as well as the opportunity to vote for the five board seats up for election. Both the BVRI Dues Notice and BVRI Board Ballot are included in this newsletter mailing. A return envelope is also included to expedite your dues and ballot mailing – please note that in order to vote, you must be a member of BVRI so don’t forget your dues check. Please mail them by February 25th!

ANNUAL BVRI/COMMUNITY PICNIC DATE SET The BVRI Board reminds everyone to mark their calendar now for the Annual BVRI/Community Picnic – it will be held on Sunday July 3rd @ 3:00PM at the big beach. There will be kids/family games and music starting at 3:00PM with a great catered dinner served at 5:00PM. We will also hold our traditional raffle to raise funds for a local Bear Valley organization! Plan on attending and bring the whole family for a great time – all local Bear Valley residents and families are Welcome to attend!

FORESTRY MANAGEMENT PROGRAM Board members Dave Morley and Eric Jung provide the following up-date on this important priority project: October snow put an early stop to the forestry management project. Forester Don Stikkers checked 52 lots, of which 42 needed marking for thinning. The logger completed 8 lots and most of the par course common area. Stikkers and the logger will be back as soon as the snow goes away. The BVRI beach parcels will be thinner this summer. County Supervisor Terry Woodrow is pursuing various state and federal grants to help pay for the work. BVRI Board members will work with Stikkers to coordinate the work and keep everyone informed of project progress. If you would like to schedule an assessment of your parcel with Mr. Stikkers, you can call him at 209-736-4777. For $150 he will identify hazard and diseased trees , and make recommendations for thinning trees on your lot in the interest of overall forest health and fire safety. His recommendations are not mandatory, and he will work with you on which trees you want left.

STREAM GRANT BVRI Board member Eric Jung reports that the BVRI application for a Sierra Nevada Alliance stream grant has been approved for $3000. This will be used to promote better stream stewardship on BVRI property. Full details of the grant are pending, however Eric reports we are in need of an expert stream consultant – anyone with a recommendation may contact Eric @ 209-753-2334 or 209-753-2288.

TENNIS CLUB UP-DATE Ann Wolff reports the following:

" The Alpine County Unified School District has approved the building of four tennis courts which the Bear Valley Tennis Club will lease and manage. The courts will be located on the school’s property across Highway 4, near the baseball diamond. We’re writing to update you on membership plans and to seek your financial support. We have already received $66,000 in generous contributions to our $140,000 capital campaign. Bill and Sue Garrett led our campaign with a $20,000 commitment, which Bob and Lois Morgan recently matched. Your generous contribution will be the critical difference. Any amount will help us reach our goal. We need the Bear Valley community’s financial support NOW to bring tennis back to BV in 2005.

Memberships will be limited, probably to 100 families. Once we’ve sold memberships, prospective new members must wait until a current member resells. We anticipate these memberships will increase in value over the years as tennis becomes, once again, a popular activity in Bear Valley. The total we receive in contributions will determine the cost of a club membership. We have to meet our construction coast through tax deductible contributions, plus one-time membership fees (which are not deductible). The more contributions we receive, the lower the one-time membership fee will be. Budget projections indicate annual dues will be around $100 a year.

Contributions are tax deductible. Please send contribution checks payable to the Alpine County Unified School District (43 Hawkside Drive, Markleeville, CA 96120-9522) with a note designating the gift as "Donation for Bear Valley School Tennis Courts". You will receive confirmation of your tax deductible contribution."

ARC REPORT Architectural Review Committee Chairman Ron Murphy reports that currently two homeowners are in violation of the CC&R’s. Both of these cases are the direct result of the homeowner not complying with the requirement that all exterior changes to homes and property require approval by the Architectural Review Committee prior to implementation. This includes live-tree cutting, re-paint or re-stain of the exterior of the home, re-roof, re-model, etc. Please review your CC&R’s and consult the ARC before you start an exterior remodel project. Get approval prior to commencement of construction – it will avoid possible fines as well as having to dismantle unapproved construction.

The ARC members encourage you to contact them and let them assist you through the review process. The ARC is composed of Ron Murphy (Chairman), Terry Woodrow, Gary Willard, Robin LaRoy and Chuck Taylor. They can be contacted through the BVRI website (www.bvri.org)

SNOWMOBILE MEETING SUNDAY FEBRUARY 13TH BVRI will host an open forum on snowmobiling in Bear Valley on Sunday February 13th @ 10:00AM at the Perry Walther Building. The meeting is open to all. The purpose of the meeting is to gather input from community members and any other interested parties on any snowmobile-related topics. The BVRI Board sees the meeting as the beginning of an ongoing dialogue about the uses and impacts of snowmobiles in and around the community.

The Board will not carry any agenda into the meeting beyond listening, nor has the Board set any time limit for this meeting or any future discussions. Having discussed various snowmobile –related topics at length for years, the Board believes it’s time for all interested parties to speak their minds and hear each other’s thoughts, while possibly dispelling some myths. BVRI President Brian Neth will open the meeting and we hope you will be able to participate!

SNOWMOBILE RULES Bear Valley Snowmobile Club President Gary Willard provides the following attachment of Snowmobile Rules for posting at your BV residence. Please insure guests as well as all family members are aware of and follow the rules so that we can all enjoy the unique environment of Bear Valley in the Winter Season.
