CALL TO ORDER:

The meeting was called to order by board President Brian Neth at 9:09 am in the Perry Walther Building in Bear Valley, California.


* Treasurer's Report: Jack Wedgwood

Discussion of report as distributed by Jack Wedgwood.

Cash standing good. Dues are back to 2006 level. Largest expense for us is insurance that has to do with the liability of the beach. Raffle proceed $1880 half to early learning, half to the school trip to Washington DC.


* ARC Report: Ron Murphy

Report on current projects.

Procedure and forms for C&R Compliance infraction.

Titus house: Have signed agreement from Erin. We have not yet received an agreement from Chris so Ron to follow up with BVRI attorney to move communications forward with Chris Titus.


MOTION: Dave Morley moved to allocate up to another $2,000 for legal fees to follow up this issue.

SECOND: Gordon Ritter seconded the motion.

All members in favor.

* 2007 Fire & CC&R Inspection Update--Dave Morley

Dave Morley reviewed the county ordinance language supporting lot clearance. The ordinance is stated to be enforced by the Sheriff and the court process. They will follow all CDF rules and process in terms of enforcement. Sheriff Rick Stephens (present) indicated they would be publishing the rules to the community. BVRI will publish a copy of those rules attached to our newsletter as soon as it's available.


Per Terry Woodrow, forester Ross Richards just approved paperwork from the forest service for Sean's Tree Service to do all the common areas for all the dead and dying trees to cut and remove.


* Snow Mobile Trail

Public meeting and workshop on Saturday September 29th at 10:00 am for the public to provide input to the county council to provide their input. BVRI board will not take a position on this topic until after that meeting when the community in general has had a chance to comment. Notice of the meeting will go out to all property owners (from the county) in the next couple days.


Per Terry Woodrow, the County council has already addressed the encroachment of the trail on private property. Per Terry, the homeowner is satisfied with the resolution.

 

Rick Stephens and Terry Woodrow (both present) will be at the meeting. Gordon Ritter and Jack Wedgwood should also be able to attend the meeting.


* Beach Operations--Gloria English

Looking into bringing water and electricity to the big beach. Also looking into expanding the beach area to accommodate more people comfortably. The porta potties will remain to serve bathroom needs. The cost to support the three existing porta potties is about $1,500/year and putting in bathrooms will be a major expense that is at this time deemed unnecessary.

BVRI will need to allocate funding to support the cost of water and electricity.

Gordon brought up a couple of comments about boat storage. Gloria will explore some simple options.

Beach close of 11:00 pm will continue to be enforceable if complaints are submitted. Sheriff Stephens indicated he only got a couple of complaints this year.


* Development Plan Update--Dave Morley

Draft EIR is coming out this winter (approximately November). We will have 45 days to review and comment.

Question raised about how the EIR will be distributed. Terry Woodrow will follow up and find out. BVRI will post to website if possible and inform membership.


* Report from the Board of Supervisors: Terry Woodrow

Terry Woodrow reported some increase in expenses for transfer station and solid waste landfill. These increases will show up on bills this year.


* 2007 Picnic Recap & 2008 Planning: Gloria English

Picnic update. Raffle recap (see Treasurer's report).

We spend between $2,000 and $3,000 per year OVER the amount we make on ticket sales. This additional funding is spent on food, entertainment, etc. that are not covered by the cost of the tickets.

2008 Picnic will be Saturday, July 5th

Invitations will go out to as many Bear Valley volunteers as possible. There are about 12. Gemma in sheriff's office will provide contact info for Gloria to send invitation letters.


* Minutes of August 5th BVRI Board Meeting

MOTION: Dave Morley  moved to approve the final Minutes as distributed by Katherine Aitken-Young.

SECOND: Gordon Ritter seconded the motion

All members in favor.

None opposed.


Discussion:

Request to email out minutes and treasurer's report. Minutes are already available on the BVRI website. We will make a change and also post the treasurer's report. Bill Webb will add a note in the newsletter reminding recipients that these items are avilable on the website.
