The meeting was called to order by Vice President Eric Jung at 4:02pm at the Community Services Building Conference Room at Bear Valley, California.

Board President

Eric Jung pointed out we don't have a President. Dave Morley is the proposed candidate. Brief background: He and his wife built their house here in '67. He has been BVRI president in the 70s and in the 90s. He has also been a board member most of the time he has lived here.

MOTION: Bill Webb moved that Dave Morley join the board and take the position as board president AFTER the completion of this meeting in progress. Seconded by: Brian Neth
All members in favor.
None opposed.

* Eric Jung presented the issued that we are supposed to have 5 of the 15 Board seats come up each year. We have two vacancies and two Board members (Woodrow and Conrad) with terms expiring this year. We have 6 Board members (Blumenthal, Maxfield, Neth, Protell, Webb, Aitken-Young) whose terms expire in '03, and 1 (Jung) whose term expires in '02. We have 3 new members (Willard, Blake, Peterson) whose terms weren't assigned an expiration date at induction. Eric's Proposal: we designate the latter 3 and Dave Morley as having terms expiring in '02, giving us 5 of those. And we seek 4 new Board members to stand for the required election this year, giving us a full complement.

MOTION: Bill Webb moved that we adopt the plan outlined by Eric above. Seconded by: Katherine Aitken-Young

* Compliance Committee.
Bill Webb proposed the we NOT reconstitute a committee at this point, but acknowledge that the whole board is the committee and should address compliance issues as a group.

* Tennis Courts
Nobody on the committee to provide a report.

* Sewer Board Meeting
Terry and Eric attended the meeting. Gary did not.
Gary talked to a state staffer and determined they will NOT lift the current BV building restrictions until we, as a community, prove we can make it through spring without any spills. There will be another meeting on topic in May.

* Membership Dues
There was a previous proposal to conduct a survey to raise dues and offer menu of possible enhanced services that would result from those dues.
Note: Per Leslie Peterson, Blue Lake Springs homeowners pay about $200 per year for membership dues.
We have the legal grounds to make the dues mandatory at any point. This is not the recommended course of action.
Those who pay dues now:
85% of homeowners
50 to 60% of lot owners
less for the condo owners
The board members present made a general agreement NOT to raise dues at this time, but proceed with beach improvements and other services already under way to show action by board. THEN raise dues next year based on track record.

* Treasurer's Report

In the past we have sent out a newsletter in the January timeframe to ALL the homeowners announcing the membership fees being due and then the board would collect the dues at the February meeting. Considering a newsletter just went out without mention of dues--since the issue was still under discussion by the board at the time of publication--there was discussion regarding a supplemental postcard mailing just to announce the dues deadline.

General decision was made to do a supplemental newsletter instead with the dues information as well as other pertinent information such as a request for email addresses, new board member candidate statements, etc. to go out by mid-February. Bill Webb to spearhead.

* Snowmobile Ordinance
Bill Webb has volunteered to research the issue and report back to the board. Intent of the ordinance: no joy riding 10pm and 6am. No joy riding on common areas.
Allen Turner is county council.

* Election. We have two open slots. We need a minimum of four
candidates to supply statements and run for those slots. Those statements will be posted on the BVRI Website and included in the mid-February supplemental newsletter.

NOTES FROM PRESENTATIONS.

PRESENTATION on the Bear Valley Master Plan
Leonard Turnbeaugh, Alpine county Director of Public Works

Master Plan property map presented.
- Master plan is based on what land is capable of--not reverse-engineered from how many units are desired.
- Any changes to the plan have to be adopted by the board and rolled up through the board of supervisors.
- Environmental docs supporting the master plan are available in the library
- Existing sub-divisions were reviewed.
- C and B Lots were originally planned to be condos. Valley has been pretty flat with condo development for quite awhile. Environmental doc approved 300 units for Pine Tree Village at that time. When master plan was reviewed the lack of parking caused the approval to be downsized to 100 units.
- The VC 2 area was noted to be set up as a 500 room hotel. At that time additional parking wasn't needed. When it is finally built out, parking will need to be added.
- Original parking plan was to provide parking for homes at 80% occupancy with condos having their own parking.

Original plan for the North side of the road included:
537 single fam homes
485 multi fam
562 lodge units
14 units in the commercial center
- Can't plan for 110% occupancy on the few times per year that it happens.
- Now we don't maximize the parking in the B & C lots. In winter snow storage decreases this by more than half.

South side:
single fam
multi fam
condos

- Proposal to take the ball field (owned by the school district) to trade for the school property and move the school to off the South end of the runway.
- We have campers parked at times just staying in the parking lot (we have no ordinance against this). This takes up parking space and isn't planned for in parking capacities.
- Real Estate is doing well and interest in the valley is building. Could be a good time to move forward on the development of BV. There aren't many ski areas that have room to build out further. Kirkwood has some room and the ski in/ski out lots are now selling for $300K.
- Our master plan and sewage disposal field will be a limiting factor.
- Black forest is zoned multi family (44 units) and is still available to be built out.
- This type of developed area (ski resort/second homes) is one of the first to feel a downturn and one of the last to recover from it.
- Big issues to overcome: Parking and Snow Storage. Underground parking is a good solution to both of these problems.
- Other issues include design issues that don't accommodate the volume of snow we get here.

PRESENTATIONS on Bear Valley Mountain Resort Expansion Plan

* Environmental Impact Study for proposed build out was presented

Five alternatives were originally presented
Alternative 3 was adopted
It would increase the ski resort permit area by 450 acres
And it would add:
Additional ski lifts
117 more acres of ski runs
warming hut (10K Sq ft) at Bear top
etc.

It would bring the resort to a total of 1740 acres
In the end, the resort would accommodate 9810 SAOT (skiers at one time). Current SAOT is 5600.
It's hard to track exact actual numbers with pass holders unaccounted for under the current system.
Biggest area of need after the early part of the season is beginner and intermediate ski areas.
Lift from BV Village to Bear Top would not be located in National Forest land. It IS on the master plan and there's an easement on the plan. The lift would be built on BV Mountain resort permit area. Actual lift would probably go to Koala Top, not Bear top--still TBD. There's an easement for an additional transportation lift coming out of Grizzly as well.

* Expansion Plan Phasing Document was presented

Some of it has already been done.
Next Phase I priority is the expansion of the EXISTING day lodge capacity. Timing will be based on feasibility studies currently underway.

- Phase II 5900 SAOT, 9 Lifts, 2 Handle Tows, and 65 runs
- Phase III 7500 SAOT, 12 Lifts, 2 Handle Tows and 69 runs
- Phase IV 9800 SAOT, 14 Lifts, 2 Handle Tows and 74 runs (including the transportation lift)

The elements of the master development plan are just target points. If there's an influx of money, any of the elements can be moved up in priority. It's not necessarily a specifically sequenced document.

* All phases include additional employee housing as well.

Perspective Note (per Leonard): Kirkwood handles 11,000 SAOT

The ski resort had to provide employee housing as part of the build out.

- Increased snow making capabilities are in process now to complete the backside snow making capability. This would help the resort to be open and attract customers over the Christmas holiday during which they make as much as 40% of their total annual income.
- If existing SAOT is reached more than 3 days in a year, then the forest service will restrict ticket sales the following year OR the expansion program needs to move forward to accommodate the higher SAOT.
- Ski area is up for sale and has been for the last three years.

Expansion timing is based somewhat on when and to whom this sale takes place.

Forest Service

- Master Plan is 25 years old.
- Back then, the forest service got a proposal from Mt Reba for expansion that represented their biggest build out for evaluation.
- Under the National Environmental Policy Act the forest service is required to consider all reasonable alternatives.
- The EIS Final Impact statement (mentioned by Leonard above) is a record of decision. The Forest Supervisor made a decision (as land manager) as to which of the five alternatives should be selected. That recorded decision is final. The other four alternatives are no longer viable considerations as a result. The documentation on this decision is available in the library.
- It finalized the ski area boundaries and committed the permit area for winter sports use for 30 MORE years. It ALSO EXCLUDED everything else. Grouse Valley and Round Valley are not currently part of option III.
- IF the current (or future) ski area owners want to present another plan for consideration, they can. But there are many issues now that could make it much more difficult to approve further expansion. Both Round Valley and Grouse Valley are considered "near natural" environments (one step shy of true wilderness).

- Questionnaire was presented that was used to support a grant proposal for funding for the packing and grooming of BV roads. We got approved for $15K towards these expenses this year (about HALF of actual expense).
- A condition of the grant was that we do a study of snowmobile use in the valley that will prove there IS recreational riding in the valley--it's not just utilitarian usage.
- We have about 600 snow mobiles in the valley. Only a small percentage are registered in this county.
- The survey will go out as a mailer with a SASE to all homeowners as well as those who live in the valley but don't own homes.
- The survey will also be distributed through the transportation center.
- Need to figure out how to get to employees, renters, etc. who live here but aren't tax-payers.
- Need to get green stickers on all machines. Subject to fines if we don't have them.
- If machines are here, they should be registered here to support our need for grooming funds in town.
