MINUTES BVRI BOARD MEETING NOVEMBER 4, 2001

CALL TO ORDER: The meeting was called to order by President Dave Morley at 9:05am in a joint presence at the Community Services Building Conference Room at Bear Valley, California and on a conference call-in number set up to accommodate several members unable to attend this meeting in person.
* Minutes of 8/26/2001 Meeting Approved and posted to the Website.
*Dave Morley noted the resignation of Liz Protell. MOTION: Jack Wedgewood nominated Sue Garratt to take over Liz Protell's term that expires in '03 SECOND: Bill Webb All members in favor. * Treasurer's Report by Brian Neth Current Cash $39.9K $20K reserved for ARC and lake revitalization. $20K to be allocated. MOTION: Eric Moved to approve the report. SECOND: Terry Woodrow seconded. All members in favor. None opposed.
* Beach Report Dave reported he received a complaint re beach overcrowding. Jim Blake indicated there were a couple times it was being well used but equal #number of times that there was hardly anyone there. Raft status: Sue will follow up and get a report from Liz Protell. Garbage pick up immediately after board meeting. Sue will pick up the cans and buoys and store them under her house for the winter.
* Election of Directors Election will be held in February. Ballots will go out with the winter newsletter. There are six member terms expiring in '02. They are: Blake, Jung, Morley, Peterson, Sibley, and Willard They will all be up for re-election.
We currently have six member terms expiring in '03 and three member terms expiring in '04. Dave Morley proposed those members with the top number of votes will get terms that expire in '05. The member with the fewest number of votes will be elected for a term that will expire in '04 so we balance back to 5 terms expiring each year. Jack Wedgewood volunteered to chair the nominating committee.
* Water District Gary Willard Dave sent letter to water district requesting tertiary development. Gary, Terry, and Eric attended the 9/01 Water dist board mtg to echo that request. Terry attended the 10/15 mtg. Again to repeat the request. The water district will be sending out a petition to the rate payers asking them what they feel is important including one question: would you support an increase in rates to support a tertiary system. They are going to have to increase the rates regardless. Reservoir is currently empty to repair a valve. This will prepare the area well for this winter's snow. They have also done repairs to prevent inflow that should help them have another year without any violations. Next water board meeting on 11/19. Terry or Eric may go to this as well. We will include information in the November newsletter regarding the upcoming questionnaire. "To benefit the future of BV, say YES to tertiary development!" Gary Willard and Eric to f/u on this.
* Board of Supes Eric Jung reported: We are now going on 14 months without a rep. on the board of supervisors. The Governor has not yet appointed this position in spite of two candidates: Mark Silverstone & Terry Woodrow. Dave Morley will send a letter to the governor. Board members will also write letters or emails to the governor as community members. To email the governor go to the State of California Website: http://www.ca.gov/state/portal/myca_homepage.jsp Click in the lower right hand corner of the page on "Email the Governor" We will include this information in the next newsletter for any community members who wish to contact the governor about this as well.
* Redistricting Terry Woodrow reported: Effective in '03/'04 BV and Kirkwood will be combined into the same district. BV has 155 registered voters. Kirkwood has only 35 registered voters. This gives us additional negotiating strength. We will add information to the newsletter about the value of registering to vote in Alpine County. (Don't have to declare it as primary residence. Can have couples with one voting member in BV and other in Bay Area. You may get called for jury duty but they only call when roads are open which means June or August (only months they have jury trials when roads are open).
* Rick Stevens BV has now gone to a public safety officer system. We now have three deputies who are cross-trained as fire fighters. Rick successfully lobbied the board of supervisors to get $580K to extend the fire house. In preparation for that, trees are coming down and stumps are being removed so the foundation can be poured as soon as the snow melts in the spring. The increase in size will mean that all the equipment can be stored locally which will keep storage and maintenance costs down. Bays on back, front and side will provide additional six spaces for storage and maintenance of equipment.
* Road Grooming Leanard Turnbough has driven the initiative to gain access to some of the green sticker funds in our county. We have one of the biggest concentrations of snow mobile's in our state. A lot of the green sticker funds are granted for road grooming. the survey we completed helped Leonard to get $20K from the green sticker funds that will cover almost all the costs of grooming our roads. $5K of those funds will go to signage for snow mobiles and a brochure on safe snowmobile riding in the area. Dave will write a letter to Leonard to thank him on behalf of the board for his efforts on this.
* Lake Report Sue Garrett BVRI property doesn't include the small beach itself. Our property begins on the west side of the beach at the creek/drainage area that runs into the lake and runs all the way around to the creek that parallels homerun. There are some trees on that side that need to be taken out as well. Recommend focusing on the big beach end. Best we can do between now and snow is to collect three bids for clearing the major dead trees at the big beach end of the lake. Bulk of the trees are not close to the beach--they're in the corner and may be blocking some of the key drainage. May need to get some advice on WHY these trees are dying. Sue is developing a plan to have all the dead trees removed within three years. Sue will be soliciting at least three bids to complete this work. Sue will be developing a beach committee. Leslie Peterson volunteered to join this committee. Lake revitalization budget: $2K to develop plan.

* Bear Paw Ridge Annexation Ron Murphy Gary Willard reported on conversation with Greg Flynn about a survey they'll be sending out regarding the annexation. BVRI will do a pre-mailing to lot owners to look for the annexation election ballot. This letter should have support points for why they should vote for it as well as the name of a board member they can contact if they have questions. Gary will work on this letter.
* Fall Newsletter--Bill Webb Next Thursday 11/8 is the deadline for content via email to Bill Webb Please send all submissions to Bill at: <Wdbillwebb@aol.com>
* Mark's Cable Vision--really poor reception again. They've replaced one of the upper dishes. They're supposed to be replacing the other dish. Network channels aren't coming in. Eric Jung suggested a Bear Valley delegation go to the corporate offices in Redding to lobby for attention and change. If there isn't a clear message that they're going to do something to help BV get good access, then BV will need to look at other solutions.
MOTION: Eric Jung -- Dave Morley to make one last attempt to contact the owner/president of Mark's to see if they're willing to put additional resources, money, and effort Direct ARC to develop a set of procedures to allow customers to explore satellite access. * New Business Water Company filtering capacity is inadequate. Lake Alpine Water company is a private company--they've spent money to get an engineering report to apply for a $1M grant to fix the problem. There will be a PUC hearing in July. The average rate for water is $50/month that rate will go up $16.66/mo based on this new treatment.
