CALL TO ORDER:
The meeting was called to order by Board President Dave Morley at
4:05 pm in the County Services Building in Bear Valley, California and
via telephone conference bridge for those members unable to attend in
person.
* Minutes of 2/27/10 Board Meeting
Minutes were approved by email and have been posted to the
Website.
* Treasurer's Report: Jack Wedgwood
Jack Wedgwood reviewed the financial reports as distributed to
the board in email. 231 memberships have been received to date.
Discussion of need to solicit more memberships-especially from our new
subdivision (tracts 7 - 9) owners who are bound by the
CC&Rs.
Katherine will send a letter to home and lot owners in tracts 7 -
9 (new sub) plus the condo owners to request membership
renewals.
Note: Tracts 1-7 are "New Subdivision" and
Tract 9 is Bear Paw Ridge. There is no Tract 8, yet. Everything
else is "Old Subdivision" or condos (or
commercial).
MOTION: Katherine Aitken-Young moved to accept the treasurer's
report

* President's Report: Dave Morley
BVRI Board Election of officers for the upcoming board
year.
Jack Wedgwood nominated Dave Morley to serve as President of
BVRI.
Sue Garratt seconded the motion.
All members in favor.
None opposed.
Jack Wedgwood nominated Jeff Gouveia to serve as Vice President
of BVRI.
Sue Garratt seconded the motion.
All members in favor.
None opposed.
Dave Morley nominated Jack Wedgwood to serve as Treasurer of
BVRI.
Katherine Aitken-Young seconded the motion.
All members in favor.
None opposed.
Dave Morley nominated Katherine Aitken-Young to serve as
Secretary of BVRI.
Sue Garratt seconded the motion.

There was heartfelt thanks from the rest of the board members
present for the willingness of Dave, Jeff, Jack and Katherine to serve
for another year.
* BV Water District Report
Due to a recent resignation, the Bear Valley Water District Board
has a vacancy through December 2nd, 2011. BVRI sent an email blast
regarding this open position on the Board.
BVWD GM Julio Guerra submitted the Report of Waste Discharge to
the Regional Water Quality Control Board, providing new information
regarding renewal of the NPDES permit.
* Development Update
The Bear Valley water district is looking for an additional 60-90
spray feet acres (for use in very wet winters) to support additional
hook ups needed for development. No report on progress with this at
this time. It was suggested that Dave and several board members
meet with Chuck Toenesketter to discuss the needed acres.
* Development Update

hook ups needed for the proposed development. No commitment on part of
landowner at this time to use of land for additional
sprayfields.
Sue's right that we thought a meeting with Chuck would be a good
idea, but I propose we change the wording from: "It was
suggested that Dave and several board members meet with Chuck
Toenesketter o discuss common BV interests.
* Beach Update
Use of the beach is intended to be limited to BVRI members in
good standing. Family, guests and renters of those members' homes are
also welcome to use the beach.
Discussion of Beach Patrol. 6 hours/week x 5 days (with days off
to be determined). Discussion-Continue with same rate of pay for beach
patrol as previous years.
Budget is being determined for beach prep including sand, buoys,
trash can covers to keep bears out, picnic table and raft
repair.
Sue Garratt is drafting a proposal for a more formal beach policy
to address: rental fee plus a credit card on file as a security
measure against excessive damage; beach rental agreement that must be
signed by member in good standing; comps that are generally provided
to "first responders." Other complimentary uses of the beach
including triathlon, recreation program (BV Parents' group), music
festival; Fishing; and dogs.
* Large home size Discussion
Discussion of policies in place in other resort areas regarding
home size restrictions. Discussion of aesthetic vs actual home
size.
Sub-Committee formed: Ron Murphy, Dave Morley, Jack Wedgwood, Ann
Porteus, Jeff Gouveia will review documents submitted regarding home
size restriction in Bear Valley and determine a go-forward plan.
* ARC Report: Ron Murphy
Discussion: Expecting application for new home on Flynn Road.
Expecting a request for a new siding replacement.
* Picnic Date: Sunday, July 4, 2010
We still need a new BVRI Board leader for this event. We
currently lose about $1500 annually on this event. Discussion of
simplifying the event and food to reduce cost. Further exploration and
discussion is planned before final picnic program is
established.

Next newsletter in final development now.
* Report from the Board of Supervisors -- Terry
Woodrow
Caltrans started plowing highway 4 on Monday but the gate isn't
open yet.
Subdivision road plowing isn't set yet pending more natural snow
melt.
RAC meeting-Terry submitted a $10K chipper grant request and $25K
request for common area project dollars. Requests approved by RAC.
Pending approval at the next level.
Monty Wolf cabin. The forest service is going to make the repairs
to the cabin.
Lake Alpine level will be lowered as planned, but not as far down
as was previously expected due to higher than anticipated snow
pack.
