BOARD MEETING MINUTES, JULY 16, 2000
President Bob Schulz presiding
Attending: Suzanne Blumenthal (with proxy from Katherine Aitken-Young), Bill Webb, Brian Neth, Bob Maxfield, Terry Woodrow, Eric Jung
Guest: Mike Denicola
Transportation Center: Mike Denicola asked the Board’s support for two or three more streetlights near the Transportation Center. He also requested support for reserving some of the land west of the Transportation Center for TC patrons.
Jung move, Neth 2nd, to support by letter more streetlights near the TC; and also the extension of the county lease with the Transportation Center to land west of the TC for use by TC patrons only, without increasing the lease fee. Unanimous.
Denicola suggested a study of snowmobile traffic in the village.
Insurance: Schulz reported that he located an insurance carrier who will not insist on the members’ exclusion from the liability policy. He said the officers’ liability policy comes up for renewal August 1. He will work with the carrier to consolidate the officers’ policy with the general liability policy at that time.
Treasurer’s Report: Neth reported that BVRI has $38,000 in the bank. There was discussion of various reserve funds. The consensus was to move the funds out of the tennis and special projects reserves into the general fund. The picnic netted $891. $600 worth of sand will be put on the beaches on Monday, July 17.
Architectural Review Committee: Schulz reported that there are 7 or 8 houses going. There was discussion of complaints on CC&R violations with a trailer on Snowshoe Road, various violations at a house on Lake Road, and a house in disrepair on Bloods Ridge Road. Schulz will write a letter to the owners requesting compliance.
After discussion on the state of the Bear Valley Transfer Station, Schulz said he would write a letter to County director of Public Works Leonard Turnbeaugh requesting better maintenance of the site.
Pool: There are 17 BVRI pool members as of this meeting. The consensus was to support the pool project by fronting BVRI funds to the Lodge if necessary, anticipating that the required 50 memberships would be achieved eventually.
New Board Members: Webb reported that those he has contacted so far have declined to serve on the Board. The Board agreed that the bylaws permitted appointing Marilyn Ruch to fill out an unexpired term, and Webb agreed to contact her. He will continue to seek other Board members.
Secretary: The Board will ask Katherine Aitken-Young if she would serve as Secretary.
Scholarship Fund: Webb proposed a $1,000 scholarship for any Bear Valley high school graduate, with funds to be raised by dedicated fundraising events like the picnic. There was discussion of a more generalized education fund, applicable to the library as well as students.
Webb move, Blumenthal 2nd, to establish a $1,000 scholarship for any student who graduated from the 8th grade at the Bear Valley School and then graduated from high school while still a Bear Valley resident. Unanimous.

The concept of a more generalized education fund will be discussed at the October meeting.
VIP Program: Blumenthal will get the VIP letter out to the owners.
Website: There was discussion on training another person to work on the site. Webb volunteered. There was further discussion of how to use the site, with an eye toward using the site and e-mail to shift away from paper mailings for newsletters and other communications with the members.
Common Facilities: Schulz suggested that the Board begin investigating common facilities like tennis courts, clubhouse, and beach improvements. Blumenthal said a survey of the members would be a good first step. The consensus was that a preliminary study by architect Michelle Plotnik would also be a productive step toward identifying costs and boundaries of the beach parcels.
Webb move, Blumenthal 2nd, to allocate $2,000 toward a site survey of the beach parcels and a preliminary study by Plotnik. Unanimous.
Scholarship Fund: Bill Webb presented Treasurer Neth with a $100 donation for the new Scholarship Fund.
