BOARD MEETING MINUTES, August 26, 2001

Treasurers Report: Brian Neth handed out a report showing $44,000 in the
bank. The picnic got only half as much this year. Dave Morley led the Board in a round of
applause for Liz Protells fine job organizing the picnic. He said the raffle raised
$555 and asked to whom the Board wanted to give the money.
Protell move, Webb 2nd to give the money to BV EMS. Unanimous. Gary
Willard suggested that this be put in the Cub Reporter; Eric Jung agreed.
Webb move, Blumenthal 2nd, to approve Treasurers Report. Unanimous.
Membership: Bill Webb said the postcard mailer was cheap, only $130. The consensus was to send postcards to lapsed members inviting them back to BVRI.
Lake Float: Protell handed out a sheet of cost estimates for a new float.
Webb move, Protell 2nd, to spend $4,500 to have West Coast Docks deliver a 12x12 float next spring, and also spend a little more on chain and anchor system. Unanimous.
Beach BBQ and Toilet: After discussion, the consensus was for Woodrow, Webb, and Jung to get some cost figures on bringing power, water, and sewer to the beach.
Protell showed a drawing for a proposed permanent barbecue. She said local stonemasons are all too busy to build it this year. Bill Webb will work with Liz Protell and contractor Urban Gomes to get a price on the barbecue.
Picnic Date: The consensus was to hold next years picnic on Sunday of the July 4 weekend at noon.
Fire Prevention: Brian Neth asked for volunteers to survey the subdivision for the 30 foot clearance requirement. Jung said the clearance requirement is mandatory for homes but advisory only for unimproved lots.
CC&Rs: Dave Morley handed out a list of alleged CC&R violations. The list was turned in by an anonymous homeowner. Most items involved snowmobiles, boats, and trailers inappropriately parked at homes. After discussion, the consensus was to have Morley send a letter to those with inappropriately parked snowmobiles, suggesting that the machines be moved to a less visible location or covered with a brown tarp. With violations involving boats and trailers, the President will include with the letter an Architectural Review Committee form to apply for a variance to park a boat and trailer to the boat owner.
Webb move, Blumenthal 2nd, to handle the violations as noted in the above discussion. Unanimous.
Recreation Program: Brian Neth suggested that BVRI help organize recreation opportunities. Jung said past attempts yielded spotty results, but suggested that the school and the County Tobacco program might be able to help. Neth will investigate.
Sewer: Gary Willard handed out a report on the sewer situation. He said the limit on hookups was raised from 4 to 10 per year, which will help anyone who wants to build a house, but will not help development of commercial or condo property. He said he is convinced that Bear Valleys sewer treatment is not hurting the environment.
Eric Jung said the sewer issue has become a Master Plan issue. If the BV Water District doesnt step up efforts to solve problems, the Master Plan is dead.
Jung move, Webb 2nd, to write a letter to the BV Water District, urging them to build a tertiary treatment plant and lobby Regional Water Quality Control Board members to eliminate restrictions on development. Unanimous.
Bear Paw Ridge CC&Rs: Gary Willard handed out a report on an election to bring Bear Paw Ridge under the same CC&Rs as the majority of the subdivision. The consensus was to contact the BPR property owners and encourage them to vote for inclusion.
Tennis Courts: Eric Jung handed out a report on site analysis, in which architect Michelle Plotnik recommended that the Childrens Beach site be used for the first two courts. He said Plotnik recommended that we budget at least $3,000 for soil testing and a topo map if we wanted to proceed.
Webb move, Blake 2nd, to add $1,100 to the $1,900 left in the tennis court feasibility fund, and proceed on the beach site. Unanimous.
Snowmobile Access: Re the question on enforceability of the existing snowmobile ordinance, the consensus was to write a letter to the new County Counsel.
Lake Maintenance: Sue Garratt proposed maintenance at the lake, including removal of dead trees on BVRI beach parcels, thinning and forest management on the Forest Service property, and cleanup of the feeder streams into the lake.
Peterson move, Protell 2nd, to authorize Sue Garratt to head up a committee to formulate a plan and proceed with lake maintenance. Unanimous.
Neth move, Blumenthal 2nd, to set aside a $2,000 reserve for this project. Unanimous.
Lodge Pool: Suzanne Blumenthal reported that the increased Lodge fee was probably the reason for a very low signup rate. She suggested that BVRI try to get the rate lowered, advertise the availability, and perhaps hold special events at the pool.
