CALL TO ORDER:
The meeting was called to order by Board President Dave Morley at
10:00 Am in the County Services Building in Bear Valley, California
and via telephone conference bridge for those members unable to attend
in person.
Membership--we have 334 current BVRI members--an all time high.
Tom Ward Jr. has done a great job of reminding beach users about
membership privileges including using the beach!
Discussion: Picnic raffle proceeds.
The picnic went well. We had about 200 people so we didn't lose
as much as we have in previous years. It was a good community event.
Juilo Guerra (guitar and vocals) provided hours of entertainment for
picnic attendees.
MOTION: Sue Garratt moved that the proceeds of the raffle this
year be given to the Bear Valley Parents Group.
SECOND: Barbara Goodrich seconded the motion.
All members in favor.
None opposed.
MOTION: Ron Murphy made a motion to allocate $100 to purchase a
gift certificate to Headwaters as a thank you to Julio Guerra for
providing great entertainment at the picnic.
SECOND: Katherine Aitken-Young seconded the motion.
All members in favor.
None opposed.
* Frisbee Golf on common area
Guest: Rick Stephens discussed a proposal for a Frisbee golf
course proposal for Bear Valley that would leverage some of the common
area land behind Orvis and lower Schimke. Dave Morley shared a letter
from a property owner protesting the placement of the course on common
area near his home.
Discussion: Rick has been approached with a request to have a
more difficult Frisbee golf course created than the one that already
exists. Rick reviewed the proposal for the new course which includes a
provision for the course to be set up to blend in with the
environment.
Next steps: Rick to present the proposal at the General
Meeting on September 5. BVRI will then assess whether the board
will take a position in support of the course or not. At 2 p.m. on
September 5th, there will be an opportunity for Board members and the
public to walk the course with project proponents.
* Minutes of 5/24/10 Special Board Meeting
Minutes from the 5/24/10 Board Meeting were distributed via email
for final review.
Katherine re-sent to those board members who have not yet
approved.
* Fuels Reduction/Fire Inspections Update
Fire safety inspections are underway. Some lot owners received
letters last year and did not take any action to clean up their
property. In this case the BVRI inspection reports for those lots will
be turned directly over the sheriff for additional follow up.
There was discussion with Sheriff Rick Stephens about what action
can be taken regarding fire hazard lots in the Old Sub.
* BV Water District Report
Barbara Goodrich provided an update: (1) Commercial rates have
been adjusted in accordance with BVWD policy. (2) BVWD is
offering a design standards workshop the morning of its 8/16 meeting,
open to the public. (3) Phill Coffman has taken the lead in amending
BVWD bylaws, the most important change of which is changing the
election process so that homeowners have a larger impact than under
the current "unimproved land value" method. This bylaw
change is expected to be contentious. (4) BVWD is looking to do
a rate study. (5) There is a change to Water District Board
meeting schedule. Meetings will now be held at 9:00 am (instead of 1
p.m.) on the 3rd Monday of every month beginning in September. (6)
General Manager Julio Guerra's sampling results indicate that the
outflow is of such high quality that in most respects, BVWD already
meets tertiary equivalent standards. Discussion followed that
there is no need or plan to build a tertiary plant at this time.
Board member Eric Jung highlighted that BV Lake is also cleaner
than ever this year which may have a positive effect on the outflow as
well. He inquired about whether Julio was aware of this.
Barbara Goodrich is directed to invite Julio Guerra to present
the current status of BVWD and take questions at the BVRI General
meeting.
* LAWC Update
Meeting was held on Tuesday at 10. All voted in favor of the new
rate structure presented and supported by BVRI.
The BVRI board recognized all the work done by John Dralla to
research and prepare the proposal that was accepted.
* Large Home Size
Discussion. Exploration of Bulk Plane as a standard measure for
home size. The ARC will re-examine design specs, and revisit its
authority in this situation.
* ARC Report
No new homes. One deck improvement underway.
* Beach Operations Report
Everything is going well this summer. Tom Ward, Jr. is doing an
excellent job as beach attendant.
MOTION: Sue Garratt made a motion to allocated $1,000 to clear
the dead trees at the small beach and one by the BBQ area at the big
beach.
SECOND: Barbara Goodrich seconded the motion.
All members in favor.
None opposed.
Discussion: Homes in basin with runoff to lake water. Overlay the
Bear Valley village on a topographical map to identify which homes are
in the basin.
* Newsletter: Jeff
Target the October timeframe for the next newsletter including:
Snowmobile rules, upcoming election, fire inspection results.
* Supervisors Report - Terry Woodrow
Common area fuels reduction and chipper. Won't have information
about this program until mid-August this year.
Dead trees on common areas will be addressed first using Cal Fire
crews and common area fuels reduction funds.
* BV Music Festival
Barbara Goodrich expressed thanks on behalf of the BVMF for the
BVRI donation of $1000 to support the festival.
* New Business
Bylaw Update
Discussion. Sue Garratt and Ron Rossi will serve on the
committee.
Monte Wolfe Cabin
Plan is to hold the cabin in a state of arrested decay. No
improvements planned.
Tough Mudders Race in Bear Valley
Race to be hosted by the mountain on the weekend of October 9 and
10.

* Annual Meeting for BVRI Members
Will be held labor day weekend on Sunday, September 5 at 4:00
pm
This meeting was announced to the community in the spring
newsletter and also by way of email. BVRI will include an agenda item
regarding "long-term transportation planning" - a proposal
to assess Bear Valley for winter snow-clearing. Because of the
major impact on the community of this and the proposed Frisbee
golfcourse, Barbara Goodrich requested that residents be given an
advance agenda so that they're aware of the long-term issues which
will be addressed at the annual meeting.
