TO ORDER:
Meeting called to order at 2:03 pm by BVRI Board President
Dave Morley in the County Services Building in Bear Valley, California and via
telephone conference bridge for those members unable to attend in person.

Beach Report
A lower-dust Beach sand was delivered in early August. Upper
gate pathway was smoothed. Boat rack has been replaced and is larger and BVRI
will remind boat owners to remove their boats in October. Vegetation aroundsmall beach will be removed to facilitate proper boat launch.
* LAWC
— Kimi Johnson
Pursuing exemption for Bear Lake swimming. Pursuing Senator
Gaines to file a bill in favor of this exemption.
Dam inspection will be done imminently.
Watershed survey will be conducted every 10 years— to
examine the things in our watershed to assess what is ok/not ok.
Re: Algae bloom. It has died back since the initial bloom
early this year. Lake was still running over spillway August 9th
which served to flush the lake nicely. LAWC is still researching ways the algae
can be controlled in future years.
Re: Safe drinking water surcharge. PUC has communicated with
Kimi Johnson that resolution depends on department of water resources and won’t
be resolved until January of 2012.
* Minutes of 8/14/11 Board Meeting
Minutes of the August 14 regular board meeting have already
been approved via email.
* Treasurer’s Report
Report was supplied by email to board members. Picnic raffle
did not bring in as much as it has in past years. Proceeds were split between
the BV Music Festival and the BV Parents Group.
Membership dues-we are about 70 memberships behind last
year.
Insurance renewal date has been changed but cost is
essentially the same as last year.
Cash: over $40K in the bank.
MOTION: Gloria moved to receive the treasurer’s report.

* Development Update
Greg Finch
Greg Finch provided an update on the status of the
development.
* President's Report
Will be shared as part of forest management report.
* Bylaws Update
No report at this time.
* Summer Picnic Recap Jill Wegenstein
Raffle sales were under what we had hoped for. Jill wants to
recruit raffle ticket sellers before picnic.
Discussion of date and time of event for 2012.
* BV Water District Report
Update from Barbara Goodrich.
Discussion of the many projects in progress with BVWD: Flood
control project around the pump house is in progress. Sewer system management
plan is in progress. Conducting a rate study that will be discussed in the September
BVWD meeting. We had a 1 in 100 year winter and work is in progress to
effectively drain the reservoir. Also conducting a spray field analysis.
* ARC Report Ron Murphy
Ron pointed out the architectural review log on
the BVRI website. It includes everything that is in review or has been reviewed
during the last year. Ron reviewed a summary of what is currently on that
report.
In 1998 there were 273 homes in Bear Valley. New
home permits have been declining since then: 3 in the last 6 years - 23 in the
6 years before that.
* Snowmobiles and or OHV Action Plan — Gordon Ritter
Nothing new to report at this time.
* Low
Income Housing — Eric Jung
Eric Jung is exploring means to facilitate the development
of “granny units” to provide housing
that might be appealing and affordable to mountain employees.

Forest Management/Fire Inspection Dave
Morley
Dave wrote 137 letters this year. 15 lots have been turned
over to the Sheriff due to lack of response/action. Of those 15, two peoplehave received a citation. In general these efforts are effective and are
resulting in visible action from home/lot owners.
* Newsletter — Jeff
Mid-fall will be next newsletter. Jeff is collecting topics
now.
* Report from the Board of Supervisors — Terry Woodrow
Chipper forms are available now. They will be available at
the general store, library, sheriff’s office or they will be available online.
Forms are to be turned in to Terry Woodrow.
$35K is available from 3 grants for common area and dead and
dying trees. Areas have been identified and are being cleaned up now.
2010 census affected Alpine county. Our population went down
to 1100 and Bear Valley/Sherman Acres went down to 121.
Caltrans projects on Highway 4 are in progress and will
continue through end of October.
The Governor signed AB29 establishing a fire protection and
prevention fee of $175 per primary structure and $25 per secondary structure.
This is not yet final but has no perceptible benefit to Bear Valley residents.
The money goes to the general fund— not
to fire prevention.
This is being called a fee but appears to be a tax on those
of us who live or own property in a rural area.
Fee only applies to structures in the SRA (State
Responsibility Area) for wildfire protection.
MOTION: Barbara Goodrich made a motion for Dave Morley to
draft a letter opposing this fee.
SECOND: Jack Wedgwood seconded the motion.
All members in favor.

Discussion: The Board discussed how emails to the BVRI email address
should be handled.
Discussion: What can the average homeowner do to support
Bear Valley— Friends of Bear Valley
Season Pass— concept; Music Festival, Triathlon, Soap Box Derby, etc.
