Minutes, General Meeting 7-3-04

Board Members Attending: Ron Murphy, Bill Webb, Paul Petersen, Leslie Peterson, Gloria English, Gary Willard, Dave Morley, Nick Grace, Jack Wedgwood, Eric Jung

Introductions: Pres. Neth introduced the Board members.

Ski Bus: Tim Bottomley, President of Bear Valley Mountain Resort asked for audience input on the ski shuttle bus from the village. He said low ridership midweek and the costs of operation are forcing him to consider alternatives. He pointed out that most ski communities fund their shuttle, not the ski area itself. He would prefer to avoid a farebox or any system that involves the drivers handling cash. Mike McCoy asked how much it cost. Tim said the payroll alone was $40,000. Neill Wolff asked about timing of the runs. Tim said he is still willing to run at peak times. Chip Sutcliff suggested a $1 per rider fee, but said he wouldn’t ski as much if he had to pay. Kim Lemieux suggested a bus pass. Morley Singer said he would pay. Mike McCoy suggested tokens. Neill Wolff asked who uses the bus. Tim said it’s mostly people staying in town at the lodges, homes, and condos. Dick Herring asked if Tim would reduce the schedule. Tim said yes. John Ennals emphasized the importance of a well-known consistent schedule and said if people have to pay they will expect a higher level of service. Gloria Dralla said reducing bus runs would impact the mountain’s parking.

Treasurer’s Report: Jack Wedgwood said people should see him after the meeting if there were any questions. Phil Hagar suggested that the budget show prior year numbers.

Forestry: Dave Morley said the forestry project was to improve forest health and fire safety. He said there was a dead tree on nearly every lot. He encouraged all owners to hire Don Stikkers to assess their lots for thinning. He said it is the owner’s decision which trees to remove, regardless of the forester’s recommendations. There will be some cost, depending how many "commercial" trees are removed which the loggers might pay for. He said the Board is changing the Design Standards to allow owners to remove trees up to 12" DBH (Diameter at Breast Height, 4’ above ground). Dave Adams asked about vacant lots. Morley said there are no rules to mandate cleanup there. Neill Wolff asked about the participation of other landowners. Eric Jung said BVRI is informing the Forest Service and the county about the program and requesting their participation.

Forester Don Stikkers said the developing community fire plan in Bear Valley could lead to grant dollars. Judy Snyder asked whether ARC permission will still be required for trees bigger than 12". Morley said the CC&R’s will still require ARC oversight to prevent abuses. Bill Bort asked about the county’s responsibility for common areas. Jung responded that the common areas were the community’s responsibility. John Ennals asked why one solitary tree would die. Stikkers said sometimes it’s just random. He said lodgepoles are shortlived, and should generally be selected out, while aspens and willows should be kept as a rule.

Dick Herring said we should try to get several lots logged at once to save money. Stikkers agreed. He pointed out that property owners should know where their lot lines are before calling him. Bill Betchart applauded the forestry management program and asked how to keep the logger from taking the wrong trees. Stikkers said "You be there."

Re slash, Stikkers said you must treat the slash within 45 days, with allowances for the snow time. Terry Woodrow said there’s no public burn pile this year, but she explained the free chipper program and the efforts of the Firesafe Council to help us. Sue Garratt said the community should pressure the Forest Service to do similar thinning on their own property around Bear Valley.

Sheriff’s Report: Deputy Denver Stoner said the firehouse addition is finished, and invited all to come for a tour. He said burn pile hours are 6pm to 6am if it’s a burn day in our District (Great Basin Unified Air Pollution Control District). Call the Sheriff’s Office (753-2321) for more information. Marilyn Ruch complimented the Fire Department for saving a house.

Supervisor Report: Terry Woodrow said AB1934 to allow swimming in Bear Lake passed its second committee and was on track.

Snowmobile Center: Marilyn Ruch asked what to do about all the stuff around the Transportation Center. Woodrow said it was a use permit issue (County Planning Department).

Architectural Review Committee: Ron Murphy said there were 2 new homes, 2 remodels, 2 repaints, and 2 reroofs.

BV Music Festival: Cary Stover, Treasurer of the Festival presented the Board with a framed certificate of appreciation for continued support of the Festival.

Tennis: Bruce Bolt, President of the BV Tennis Club, announced there would be a meeting of the Club at his house at 3pm that day.
