WINTER NEWSLETTER This newsletter is being distributed to all homeowners along with two important attachments Annual BVRI Membership Dues Notice and Annual BVRI Board Election Ballots. Please renew your BVRI Membership via the enclosed membership form as well as return your marked BVRI Board ballot via the enclosed return envelope please return by Monday March 18th! This will be the only BVRI Newsletter distributed to non- BVRI Members. We have also added a section to the newsletter on the Bear Valley Music Festival in an effort to keep you better informed on all of the various aspects of this important Bear Valley activity - thanks in advance to Executive Director Don Bean for all of his assistance.
PRESIDENTS MESSAGE DAVE MORLEY We are now in the middle of winter and everything is so beautiful in Bear. The snow makes everything look so great. As we start to move toward the summer months, I would like to mention a few things that the BVRI Board has in mind. The picnic this year will be held late in the afternoon on July 5. The Board is also going to put together a program this summer to encourage everyone to clear away a space around their home so that, in case of fire, their home will be defensible. And we will be encouraging everyone to look at their property to see if it is as "natural" as possible. If you were a visitor to the area and were walking by your property, would you see non-natural items that would not normally be seen in a forest or would you see trees and other natural items? We will be encouraging everyone to clean up their property and hide non-natural items.
BVRI BOARD POSITIONS BVRI President Dave Morley announced the resignation of current BVRI Board members Bob Maxfield and Suzanne Blumenthal due to personal commitments. We thank both of them for there contributions to the board and wish them the very best. At the January 12th meeting, the board unanimously appointed Paul Peterson and Gloria English to complete the unexpired board terms. With these appointments we have a full complement of fifteen board members. Please join us in welcoming both Paul and Gloria to the board we look forward to there many future contributions.
NEW YEARS EVE FIREWORKS The BVRI Board approved the funding of $1,000 to help defray the cost of the terrific fireworks display that welcomed in 2002 to Bear Valley. The event attracted a record crowd and was a great success congratulations to all of those responsible for an outstanding show!
ANNUAL JULY PICNIC/ GENERAL MEMBERSHIP MEETING Please mark your calendar now for the Annual July BVRI Picnic, the date will be Friday July 5th with dinner served at 4:00PM. We will have a great raffle to benefit both the BV Library & BV Search and Rescue more details will follow in the Spring Newsletter but mark your calendar now to hold July 5th for this fun event!!!! The Annual Homeowners General Meeting is also scheduled for Saturday July 6th at 10:00AM in the Perry Walther Building all BVRI homeowner members are encouraged to attend this important meeting please mark your calendars now for this important event more details will follow in the Spring Newsletter.
BVRI LAKE RESTORATION COMMITTEE BVRI Board member Sue Garratt is looking for additional people to assist with her committee to help insure the health of our lake water and the surrounding BVRI lands. Sue can be contacted via the BVRI web site bvri.org - or via her email address @ sgarratt@iopener.net. Sue distributed a report on the health of the lake water at the last board meeting and has plans for clearing dead trees on the big beach area this spring.
HOLIDAY SNOWMOBILE TRAFFIC BVRI President Dave Morley has sent a letter to the sheriffs office detailing homeowner concerns with snowmobile traffic issues over the recent holidays. The issue of enforcement of speed laws was one of the key concerns expressed in his letter go to the bvri web site to get full details www.bvri.org Homeowners are encouraged to insure all family members and guests are familiar with the Snowmobile Ordinances as outlined in the last BVRI Newsletter as well as to call the Sheriffs office with complaints when they occur your complaint will help focus appropriate resources on this issue. BOARD OF SUPERVISORS The Supervisor vacancy has been filled with the appointment of Mark Silverstone to fill the opening through December 2002. The pending March election will determine the Supervisor for the next four years candidates include Mark Silverstone and Terry Woodrow. The BVRI Board encourages all registered votes to vote for the candidate of their choice. This will insure Bear Valley is represented by its own Supervisor!
BEAR VALLEY WATER DISTRICT/ SEWER STATUS BVWD President Dave Ritchey reported to the BVRI Board at the January 12th meeting the following:
*Homeowners have received a survey from the water company concerning future development of a tertiary plant
*Potential spillage is still an issue with the State and water control authorities
*BVWD has increased its spray field capacity by an additional 40 acres
*Current limits on the system allow only 10 new homes per year to be connected to the
sewer system.
*An additional discharge permit is a potential solution to the capacity issue
*A tertiary treatment plant is a good long term solution to the current problem and may be needed in the not-to-distant future

ARCHITECTURAL REVIEW COMMITTEE ARC Chairman Ron Murphy reported the following committee activity at the January 12th BVRI Board Meeting: The ARC has approved three new homes for future construction. One has started, one yet-to-start, and a third is in final review. There are five re-models. Three minor variances for front set-backs. One request from 2001 and one request from 2000. These are still 35 feet or more from the edge of any road. Two applications for this year one on Schimke and one on Snowshoe. ARC review fees of $1,500 will be applied to the cost of legal reviews.
As a reminder to all homeowners in the "new" subdivisions of Bear Valley (tracts 1-7, 9) that any alteration to the exterior of their homes requires ARC approval prior to implementation. (Some require Alpine County Building Department approval). This includes reroof, repaint/restain, tree removal, landscaping, remodel anything that changes the exterior appearance of the property. Your ARC Committee consists of Ron Murphy(Chair), Terry Woodrow, Robin La Roy, Clem Soga and Gary Willard. BEAR VALLEY MUSIC FESTIVAL SCHEDULE Don Bean reports: "The Bear Valley Music Festival moves into its 34th year an amazing feat in such a small community! Weve continued to broaden the program, featuring entertainment and activities for a broad range of interests. The Classical Program is stronger than ever under the direction of Maestro Carter Nice, featuring the return of pianist Olga Kern, Van Cliburn Gold Medal Winner and Violinist Stephanie Chase, who recently performed with the New York Philharmonic Orchestra. Two very special evenings are scheduled this year, with the performance of the Opera "CARMEN" and an "Intimate Evening of Wine, Art and Chamber Music" in the round. (Set up Gallery-style in the middle of the tent, with the Chamber Ensemble surrounded by the wineries of the Calaveras Wine Association and original art from "Artist in Residence" Barbara Garvin and fellow Bear Valley Festival guest artists.) Opening Night features the soulful voice of David Clayton Thomas and Blood, Sweat & Tears, followed by 50s Doo Wop Band, SHA NA NA with a big dance floor. * -Jim and his wife Nancy have three boys and own a cabin on Bloods Ridge Road. Jim states " My main interests reflect the reasons our family is here in Bear Valley: to preserve and enhance the unique and appealing characteristics of this community. Specifically, I believe the BVRI should continue to support community activities for the residents, enhance our assets (beach, lake, swimming), look toward long range improvements within the constraints of a limited budget, and use the BVRI platform to promote "good neighbor" policies among homeowners in the area of CC&R governance. We also have and should avail ourselves of the opportunity from time to advocate in the local political arena for the interests of Bear Valley residents and homeowners."

*-Eric Jung has lived in Bear Valley since 1969. He rents in the new subdivision and owns a lot in the old subdivision. He has served on the CSA board for seven years, as well as the County Board of Supervisors for fifteen years. He currently works at Bear Valley Real Estate as well as publishes the Cub Reporter. Eric states "My mission with BVRI: making sure that decisions are made based on good information available to all: and guarding against BVRI being hijacked by small special interest groups outside the mainstream of community consensus."

* Dave is a Product Manager for Fujitsu Softek, a Software company in Sunnyvale. Dave and Bonny built their home in Bear Valley in 1967 and Dave has been on the BVRI board for approximately one half of the last thirty five years. He has been President three times. Dave states " I would like to be re-elected to the Board in order to work to maintain the beauty of Bear Valley so that it will continue to be an area that everyone can be proud of."

* Leslie has served on the board for the past year and a half. She has enjoyed her experience and would like to continue to serve on the board. She and her husband have owned there home for the past two and a half years and would like to eventually live here full time. Leslie states "This past summer I secured the items for the picnic raffle. I plan to again work on the raffle/picnic this summer. The picnic is a great opportunity for the community to get together and to raise money for both BVRI and our neighborhood services (Search and Rescue, Library, Fire Department etc.) I also plan to work on the Lake Revitalization Committee. The lake and surrounding area desperately need to be cleaned up."

* Don Thorson has a twenty five year history with Bear Valley, being a regular visitor, a renter and a homeowner. He has recently become a full time resident, moving here from Palo Alto with his wife Linda and his son Will, who now attends the Bear Valley School. Don states "I am passionately concerned with the quality of life and the quality of the Bear Valley environment and hope to focus my energies on assuring that it retains those qualities that make it a special place to visit and live."
____________Gary Willard
* Gary Willard and his family became part time residents of Bear Valley in 1999 after several years of vacationing in Bear Valley. Gary states "I have served on the BVRI Board and ARC for the past two years. Besides our home on Monte Wolf we also own two lots on Bear Paw Ridge and plan to begin construction this summer on a new home. During my tenure on the Board I have represented BVRI to the Bear Valley Water District and assisted with the annexation of Bear Paw Ridge. I am a Managing Partner at BT Commercial, a regional commercial real estate firm. I have been in the real estate business for thirty years, primarily as an investment properties broker but have also been a developer of small residential properties."
