Presidents Report:

Well, Winter is finally here …but we sure could use some more snow! It’s also time for election of BVRI Board members and, of course, payment of BVRI dues. I urge all of you, especially those new to Bear Valley, to join BVRI. Your dues will enable us to continue some highly successful programs such as Forest Management, the Beaches, and our very popular 4th of July Picnic! These all benefit our wonderful community and we, the BVRI Board of Directors, ask for your support.

Special Newsletter Issue: This newsletter is being distributed to all Bear Valley property owners, whether or not they are members of BVRI, included with this newsletter are the annual dues notice as well as BVRI Board Ballot for the election of five BVRI Board positions. In order to vote you must renew or join BVRI via the enclosed dues notice/return mail envelope. Future newsletters will be distributed to BVRI members only – so become a member and fully participate in the Bear Valley Community!

Annual Homeowners/Community Picnic Date Is Set: BVRI Board Member Gloria English requests that everyone mark their busy schedules for the Annual Bear Valley Community Picnic to be held on Saturday July 7, 2007 at the Big Beach. It will start @ 3:00PM and will include children’s games, fund raising raffle, BBQ dinner and beverages of choice. Last year’s event was a great success – we hope you and your family will join us for this special time @ Bear Valley. Additional details on the raffle, dinner and games will be provided in future newsletters – mark the date down now Saturday July 7th, 2007!!!!

ARC Report: Architectural Review Committee Chairman Ron Murphy provides the following report: One home, located in the Bear Paw Ridge Development, was completed during the year. Another, located on Mule Ear Road, was very close to completion at the end of the building season. Three new homes, located on Bloods Ridge Road, Snowshoe Road and in the Bear Paw Ridge Development, started construction during 2004-5 and should finish within the next year or so. Another home, located on Monte Wolf Road, remains unfinished due to building permit delays. The ARC has been assured that construction will resume once the permit issues are resolved.

Two large remodel requests were approved during the year, one located on Cub Lane and one located on Mule Ear Road. Three small remodel/additions were approved for storage and entry decks and another approved for a major roof change.

Legal proceedings have been started against the homeowner that repainted his house an unapproved color.

The ARC and Board of Directors are currently drafting a survey of Bear Valley "new" subdivision property owners concerning their views on limiting future home size.

Reminder: It is the responsibility of the property owner to request and obtain ARC approval to construction or any other exterior changes to a home. This includes re-paint or re-stain, re-roof, re-model, propane tank covering structures. Prior review and approval will avoid possible fines and fee increases, as well as having to dismantle unapproved construction.

Bear Valley Winter Safety Tips: BVRI Board Member Eric Jung has prepared the attached Bear Valley Winter Safety Tips for the use of all families @ Bear Valley. Reports of homeowners storing trash outside of their homes raises a real concern with the bears. Please review the attached Safety Tips and insure your family members are also aware of the tips. It is suggested you post these tips for family members as well as house guests to be aware of (see attachment).

Snowmobile Rules: Bear Valley Snowmobile Club President, Gary Willard, provides the following attachment of Snowmobile Rules for posting at your BV residence. Please insure guests, as well as all family members, are aware of and follow the rules so we can all enjoy the unique environment of Bear Valley in the Winter Season (see attachment for posting).

BEAR VALLEY WINTER SAFETY TIPS!

BEARS!

Here are some winter safety precautions to keep you and your home safe from our resident bears.

The hibernation patterns of bears are getting less predictable all over the state. Bears have broken into several cabins in Bear Valley, Lake Alpine, and Sky High Ranch in the last few weeks. We need to observe the usual summer rules about bears during the winter now too. Don't leave attractants outside your house, including garbage cans, pet food, grills, ice chests with food, smelly rags, or anything with a strong odor. If a bear disturbs your house and the deputy finds that you had an attractant outside your house, you could be fined. For more information about bears, click here.

Because the bears may still be roaming, it is important to observe the law regarding disposal of garbage at the community dumpster. Please latch the dumpster door after you put your trash in. And please don't leave anything outside the dumpsters. Doing so is a fineable offense. If there's no room in the recycle bin, put your recyclables in the trash bin or take them home. SNOWMOBILE REMINDER!

Motorized recreation is prohibited in common areas in Bear Valley. You may cross common areas on snowmobiles only to access your home or business--not for recreation. Avoid annoying your neighbors and don't abuse this exemption. Please consider doing all recreational snowmobile riding away from the subdivision to minimize disturbance of a residential area.

No snowmobile parking on groomed roadways! Don't park your snowmobile on the groomed roadway or it will impede road grooming and may even get damaged by the grooming equipment. Park your snowmobile off the road at all times.

The area for parking snowmobile and other trailers is on Creekside Drive between the library and the school, or in parking lot A by the Perry Walther Building. All trailer parking should be done to minimize possible disruption of snow plowing patterns. Don't park your trailer and leave it sticking way out from the row. Please detach your trailer if necessary to fit in the space available.

The groomed subdivision roads are still county roads, even when they have snow on them. Please don't dig holes in the road, create jumps, make snowmen, or do anything else that renders the road unsafe for skiers, snowmobiles, or pedestrians. There is a fine for making ruts or holes in the groomed road, whether by hand or with a vehicle.

GOOD NEIGHBOR RIDING RULES.

The following are suggested guidelines for snowmobile riding in the Bear Valley Subdivision…

Always obey the 20 MPH speed limit – 15 MPH near the Village Center (county law).

Snowmobiles operated in the subdivision should have mufflers. The maximum sound limit is 86db. Loud after market pipes are strongly discouraged (county law).

Try not to ride in large groups. Break up into smaller groups and ride single file.

Don’t let children ride alone. These are powerful machines and not appropriate for children or young teens.

Try to minimize recreational riding in the subdivision. Recreational riding is more appropriate in the Forest outside of the subdivision.

Don’t ride on private property without permission (county law).

Be aware of pedestrians and skiers.

Use approved trails to access USFS lands.

Keep your sled in tune and don’t let them idle too long.

Try synthetic oil to reduce emissions.

No riding after 10PM or before 6AM, except for travel to residence or business (county law).

Snowmobiling and alcohol don’t mix. Don’t drink and ride.
